Great Hill Solutions is seeking a highly motivated Program Analyst to support Regional and Country Portfolio Directors and the Peacekeeping Operations (PKO) Program Manager in managing U.S. Government Security Cooperation (SC) programs. The role provides programmatic, analytical, and administrative support across Foreign Military Sales (FMS), Foreign Military Financing (FMF), Building Partner Capacity (BPC), and Peacekeeping Operations activities. The position requires extensive coordination with DoW, DoS, Implementing Agencies, and other stakeholders to ensure policy compliance, accurate reporting, data integrity, and effective program execution.
Responsibilities- Support SC program oversight by assisting with research, data analysis, report generation, and preparation of briefings, Congressional Notifications, Country Information Papers, and program documentation.
- Review, track, and update FMS, FMF, BPC, and PKO case information across SCMS, SCIP, DSAMS, SOCIUM, Advana, and related systems; produce recurring weekly, monthly, and quarterly reports.
- Maintain compliance with relevant policies, legislation, and guidance (SAMM, AECA, FAA, MORs, LORs, LOAs); support development of process improvements and data‑management enhancements.
- Assist in financial, logistical, training, and transportation analysis; monitor obligations, deliveries, milestones, and case implementation for assigned countries and programs.
- Support Program Management Reviews, Security Assistance Management Reviews, PKO program reviews, and interagency meetings; draft agendas, take minutes, track action items, and coordinate stakeholder communication.
- Prepare and maintain PKO documentation, SharePoint repositories, meeting materials, templates, status trackers, and other recurring program artifacts.
- Respond to inquiries from DSCA, State Department, auditors, and other stakeholders; support RFIs, IG/GAO audits, and internal reporting requirements.
- Organize and maintain accurate data sets; transfer information between spreadsheets, databases, and reporting tools; ensure data quality and timely updates.
- Coordinate with Implementing Agencies and partner organizations to support MOR development, LOA tasking, training tracking, case closure, and policy interpretation.
- Bachelor's degree in a related field.
- Minimum 2 years’ experience within the last 5 years in FMS, FMF, BPC, PKO, or related security cooperation programs, including logistics, financial management, training, transportation, and SC database tools.
- Strong analytical, research, writing, communication, and project coordination skills; ability to work effectively with DoD, State Department, Combatant Commands, Implementing Agencies, and international partners.
- Minimum 2 years’ experience working within SCMS
, SCIP
, DSAMS
, or similar SC data systems.
- Advanced experience in BPC, Peacekeeping Operations, Global Train & Equip, counter terrorism programs, process improvement, SharePoint, databases, or data visualization.
