Job DutiesAt the Virginia Department of Social Services, we design and deliver high-quality human services that help Virginians achieve safety, independence, and well-being. The IT Procurement/Contract Officer Sr. coordinates with internal stakeholders, leads procurement actions, and provides support to agency staff in procuring IT-related goods and services. The role ensures compliance with federal laws, the Virginia Public Procurement Act, the Agency Procurement and Surplus Property Manual (APSPM), VITA Buy‑IT, and departmental policies.
The officer also develops and delivers IT procurement training to agency staff.
- Comprehensive experience developing and managing high‑risk solicitations and contracts for complex IT procurements.
- Knowledge of IT procurement, contract management, project management, and risk assessment based on public procurement laws, IT laws, and Virginia legislation.
- Experience in purchasing IT goods and services and managing large‑dollar, complex IT projects and acquisitions.
- Experience developing RFPs, IFBs, and other contractual documents.
- Ability to analyze and integrate procurement knowledge into customer‑oriented consultation, policy development, training, and documentation.
- Experience leading a group through multiple phases of an IT procurement process.
- Experience analyzing data, developing reports, and applying business rules.
- Experience conducting vendor evaluations, negotiations, and contract administration.
- Ability to interpret and apply state procurement regulations, policies, and procedures.
- Ability to research techniques for acquiring complex/technical goods and services.
- Ability to independently plan, organize, and manage multiple projects simultaneously.
- Effective communication skills, both orally and in writing.
- Skill using MS Office (Word, Excel, PowerPoint) and electronic procurement systems.
- Expertise in customer service, communication, team building, and diplomatic interactions.
- High analytical aptitude, independence, relationship building, and sound judgment.
- Detail‑oriented, well‑organized, and ability to prioritize workload.
- Preferred certifications:
Certified Purchasing Manager (CPM), Certified Public Purchasing Officer (CPPO), Certified Public Purchasing Buyer (CPPB), Virginia Contracting Master (VCM), or Virginia Contract Officer (VCO). - Knowledge of Virginia legislation and VITA/DGS procurement policies.
- Skilled in using the Virginia online procurement system, eVA.
