This is an executive-level professional position within the Information Technology Department. The incumbent leads a major division of the Department and performs complex managerial and technical oversight functions to ensure the effective delivery of enterprise technology services. The Division Director provides leadership, operational direction, and strategic alignment within the assigned area of responsibility. The position ensures divisional objectives support the County’s broader technology strategy, governance framework, and organizational goals.
OrganizationThe IT Division Director reports to either the Director of Information Technology or the Deputy Director of Information Technology, depending on divisional assignment. The incumbent supervises multiple teams and professional staff within the assigned division.
Essential Functions (All Assignments)- Leads divisional operational and strategic planning in alignment with the County’s IT Strategic Plan.
- Develops and manages divisional budgets, including forecasting technology resource requirements.
- Supervises, evaluates, and develops assigned staff, including recruitment, performance management, and disciplinary actions as required.
- Oversees divisional project execution and resource allocation in coordination with the Project Management Office (PMO).
- Participates in enterprise IT governance processes, including project intake, prioritization, and portfolio oversight.
- Establishes and maintains strong working relationships with department heads, County leadership, vendors, and external partners.
- Ensures compliance with applicable federal, state, and local regulations, as well as County policies and technology standards.
- Provides regular status reporting on divisional initiatives, risks, resource needs, and performance metrics.
- Supports modernization efforts, continuous improvement initiatives, and cross-divisional collaboration.
- Performs related duties as assigned.
The Applications Division Director is responsible for enterprise business systems and application portfolios.
- Develops and manages the County’s business application portfolio.
- Ensures successful delivery of customer-facing projects and system implementations.
- Oversees web content management, collaboration tools, and intranet/internet platforms.
- Leads business process automation initiatives using approved enterprise platforms.
- Directs application lifecycle management, integration planning, and data quality initiatives.
- Utilizes problem management practices to identify and correct root causes of recurring service issues.
- Oversees Enterprise, GIS, Public Safety and Community Development teams.
- Oversees governance and functional utilization of collaboration and business application platforms.
- Coordinates with Technical Operations to establish Disaster Recovery and Business Continuity SLA requirements.
- Coordinates with Cyber Security Division to implement and maintain required security controls and remediation activities.
- Oversees records management productivity systems and reporting tools.
- Coordinates with departments to define business and system requirements for new technology implementations.
- Partners with the PMO to ensure projects are prioritized and resourced appropriately.
