Nisga’a CIOPS delivers cleared professionals to support civilian and DoD customers worldwide across intelligence support, cyber/defensive cyber operations, IT O&M, infrastructure modernization, training, and logistics.

Summary:

We are looking for a Senior Counterintelligence Management Analyst to develop, coordinate, and implement enterprise performance measures to assess program effectiveness, operational efficiency, and mission alignment.

Responsibilities

Essential Job Functions:

  • Analyze resulting enterprise-wide performance metrics, resource allocation and operational data to assess overall health of the enterprise. Identify trends, project requirements, and compare results to targets. Advise and assist leadership in interpreting results and recommend courses of action (COA) to address performance gaps. Recommend COAs to improve measurement accuracy and utility.
  • Compile, validate, and format enterprise performance data for submission to oversight bodies in compliance with requirements. Performance data submissions include at least General Defense Intelligence Program (GDIP), Congressional, Office of the Under Secretary of Defense for Intelligence and Security- (OUSD) (I&S) tasks.
  • Integrate enterprise equities into planning requirements and documents, including Combatant Command (CCMD) plans, national strategies, DoW guidance, the Joint Chiefs of Staff adaptive planning process, and interagency frameworks. Advise and assist planning teams and recommend COAs to ensure equities are fully incorporated.
  • Identify gaps, overlaps, or inconsistencies in policies, assess their impact, and recommend courses of action for resolution. Develop or revise policies, standards, Standard Operational Procedure (SOP) s, and guidance in coordination with OUSD(I&S) and Defense Counterintelligence Enterprise (DCE) to address identified issues. Submit to EMO as directed.
  • Track CI activities in support of mission areas, plans and strategies to identify gaps, and recommend courses of action for mitigation. Maintain stakeholder engagement and communication in support of ongoing CI activities.
  • Establish and maintain knowledge management processes and ensure data accuracy, timeliness, and completeness for all enterprise consumption, reporting and analysis.
  • Develop and maintain an enterprise-wide stakeholder engagement and communication strategy to ensure coordination across DoW, interagency, and allies. Assist in developing, hosting, facilitating, attending, and/or presenting at working groups, conferences and other CI-related symposia. Capture meeting minutes as necessary.
  • Perform duties as the Data Transfer Officer/Trusted Agent to facilitate records cross-domain transfers across the various systems, to include NIPR, SIPR, JWICS, CIOPS, and POM, in support of CI programs.
  • Remain responsive to DCE taskings and requests for information; prepare and submit briefings, executive summaries, assessments, memoranda and/or information papers to EMO as directed.
  • Identify enterprise training needs through performance assessments, stakeholder input, mission analysis, and lessons learned. Utilizing governance structures, recommend, coordinate, support, and track delivery of approved training programs, including but not limited to Counterintelligence Activity Report (CIAR). Provide assistance to CI training entities by preparing, updating, and delivering presentations on DoW CI programs, as necessary.
  • Assist in the preparation of the annual budget justification for the Congressional Budget Justification Book (CBJB) and Congressional Justification Book (CJB).
  • Support EMO and DCE modernization efforts by providing expertise, input, and end‑user guidance to develop systems, tools, and capabilities.
  • Identify and assess opportunities for the defense CI Enterprise to enhance capabilities, technologies, partnerships, or programs.
  • Identify, document, and communicate enterprise successes, best practices, and effective strategies that advance DoD/national priorities. Integrate into formal CI training as necessary.
