This position provides critical support to various DSS divisions by coordinating IT procurement actions, ensuring compliance with federal and state laws, and providing direct support to agency internal customers.

• Coordinate with internal stakeholders (IT, Project Managers, Business Owners) and external stakeholders (Virginia IT Agency, Office of Attorney General) to lead procurement actions and assist staff in procuring IT related goods and services.
• Ensure all procurements comply with Federal laws, the Virginia Public Procurement Act, the Agency Procurement and Surplus Property Manual, VITA Buy-IT, and Department policies.
• Review solicitations and contracts involving complex, high‑risk IT solicitations and manage the development and execution of large, complex IT procurements.
• Develop and deliver IT procurement training to agency staff.

• Considerable knowledge of IT procurement, contract management, project management and risk assessment based on public procurement laws, IT laws and regulations, Virginia legislation, VITA, DGS/DPS, agency policies/processes, and industry best practices.
• Demonstrated ability to analyze, translate, and integrate this knowledge into customer‑oriented consultation, policy development, procedural documentation, and training.
• Comprehensive experience purchasing IT goods and services and managing large dollar complex IT related projects and acquisitions.
• Experience developing RFPs, IFBs, and other contractual documents.
• Ability to interpret and apply state procurement regulations, policies, and procedures.
• Experience conducting vendor evaluations, negotiations, and contract administration.
• Proficiency with research techniques for obtaining complex/technical goods and services, data analysis, report development, and application of business rules.
• Ability to independently plan, organize, and manage multiple projects simultaneously.
• Effective oral and written communication skills.
• Leadership experience guiding teams through IT procurement processes.
• Strong proficiency with MS Office and the eVA procurement system.
• Highly analytical, self‑motivated, with strong judgment, and organized prioritization of workload.

• Preferred certifications:
  Certified Purchasing Manager (CPM), Certified Public Purchasing Officer (CPPO), Certified Public Purchasing Buyer (CPPB), Virginia Contracting Master (VCM), or Virginia Contract Officer (VCO).
