The Project Manager oversees the operational execution and evaluation of a multifaceted program/project, typically consisting of closely related subprograms or associated activities.
- Responsible for the execution of projects by providing services, including Scope/Requirements Management, Project Planning, Schedule Management, Resource Management, Cost Management, Risk Management, Quality Control Management, Project Monitoring, Project Reporting, and Project Documentation.
- Oversee the operational, administrative, and human resources management of the program.
- Build a project plan that facilitates delivery of project requirements within known constraints and provides a means for measurement of project performance.
- Managing the quality of deliverables, and develop, monitor, and reports on project objectives, budget, and schedule status and performance.
- Responsible for the technical, contractual, administrative, and financial aspects of the projects assigned by the Federal Task Lead.
- Responsible for identifying, proposing resolutions, and resolving project management issues in collaboration with applicable federal staff.
- Responsible for managing one or more projects, and successfully implementing project s and associated services, in accordance with the task order, federal laws, regulations, and procedures.
- Other duties as assigned.
- Bachelor’s degree and 5+ years of project management experience.
- High school diploma or GED and 4+ years of additional relevant experience can be used instead of the degree requirement.
- TS/SCI clearance is required.
- 3+ years of experience in an Agile software development environment is preferred.
- PMP certification preferred.
- Certified Scrum Master/Professional Scrum Master certification preferred.
- Experience managing an Appian software development project is preferred.
- Experience with Product Management software is prefered.
Skills and Abilities
- Knowledge utilizing tools/methods incorporating Human-Centered Design.
- Knowledge of and experience with Federal Enterprise Architecture, Capital Planning and Investment Control, System Development Life Cycle, IT Security Management, and Risk Management.
- Knowledge of and experience with federal IT Investment laws, regulations, and processes including, but not limited to, FITARA, the Clinger‑Cohen Act of 1996, Title III of the E‑Government Act of 2002, and FISMA.
- Possess knowledge in the full complement of project management life cycle.
- The ability to provide management and liaison support to senior leaders that enable program success.
- Strong communication skills (both written and oral).
- Strong customer service and excellent interpersonal skills.
- Ability to listen and understand what is being described by the end‑user as well as the ability to explain problem resolutions when necessary.
- Ability to occasionally work after hours and/or do on‑call support.
