About The Department

The Department of Public Safety Communications serves as Prince William County’s Public Safety Answering Point (PSAP) and 9-1-1 Center with an authorized staff of 126 full-time employees. The center provides dispatch and public safety technology services for the Prince William County Police Department; the Police Departments of the Towns of Dumfries, Haymarket, Occoquan, and Quantico; the Prince William County Fire and Rescue System;

and Fire and Rescue services for the independent Cities of Manassas and Manassas Park. In Fiscal Year 2026, the center processed more than 384,000 inbound calls and dispatched more than 141,000 police, fire, and EMS incidents.

About This Role

Working as part of a team responsible for developing and maintaining the technology that supports the 9-1-1 Center and all of public safety, the 9-1-1 Systems Administrator is primarily responsible for the day-to-day administration, maintenance, troubleshooting, and planning for the County's 9-1-1 call handling equipment, the Center's voice network, and the telephony systems behind it. The Administrator also manages the voice logging environment for telephone recordings and several databases related to call routing and processing.

The role coordinates the work of the vendors, contractors, and carriers who maintain and support these systems, and prepares and supports required reporting, including state 9-1-1 reporting, grant progress and reimbursement reporting, system performance reporting. They are also expected to provide planning recommendations and status updates to departmental and County leadership.

The successful candidate will possess meaningful experience in telephony or VoIP administration, networking, system administration, voice engineering, or public safety information technology. Strong analytical, planning, and problem-solving skills, along with a calm and professional demeanor under pressure, are essential. Incumbents will collaborate with IT professionals, public safety specialists, County senior leadership, and vendors to ensure high-availability call delivery and call processing in support of efficient and effective emergency response.

This role also contributes to the development and support of other 9-1-1 and public safety technologies within the County’s mission-critical environment.

Experience with 9-1-1 call handling platforms, NG9-1-1 and ESInet operations, enterprise-class voice administration, logging/recording systems, mission-critical technology, and public safety experience is strongly preferred.

Minimum Requirements

High school diploma or G.E.D. and 7+ years of experience in telephony, VOIP, call processing, or voice logging system administration; voice engineering; networking; information technology; or public safety communications.

Preferences
  • 3+ years of experience in public safety technology.
  • Administration, management, or technical experience with 9-1-1 call handling platforms and i3-compliant systems.
  • Experience administering SIP/VoIP telephony systems and the network infrastructure supporting them in a large, mission-critical and/or public safety environment.
  • Experience administering and maintaining recording systems.
  • Emergency Number Professional (ENP) and/or Project Management Professional (PMP) certification.
  • Demonstrated success communicating with executive-level leadership.
  • Proven experience leading cross-functional teams in support of information technology projects and systems.
  • Bachelor’s degree or higher in information technology, computer science, telecommunications, network engineering, or a closely related field.
