Position: Procurement Manager, Senior (INDG)

The Procurement Manager, Senior provides leadership and oversight for Procurement operations across Bloomberg Industry Group and serves as a deputy to the Head of Procurement. The role leads strategic sourcing, technology procurement, supplier management, Source-to-Pay operations, procurement transformation, analytics, and governance. The position requires technology and software procurement experience and partners with Finance, Legal, Information Security, Accounts Payable, technology teams, and business units to manage supplier relationships, improve processes, ensure policy compliance, and deliver cost, risk, and operational benefits.

Primary Responsibilities:
  • Partner with the Head of Procurement and business leaders to translate business priorities into actionable sourcing, operational, and financial plans.
  • Provide direction and leadership for the Procurement team, including management of Procurement operations and oversight of Source-to-Pay processes and policies.
  • Lead strategic sourcing initiatives across assigned spend categories, including RFI, RFP, RFQ, supplier evaluations and competitive benchmarking.
  • Partner with stakeholders to define requirements, evaluate suppliers and proposals, and deliver sourcing recommendations. Lead complex commercial negotiations for strategic supplier agreements, using market intelligence, spend data, and business requirements to optimize pricing, terms, total cost, and risk.
  • Provide leadership and oversight for technology procurement, including enterprise software, cloud services, cybersecurity, AI, and commercial software agreements.
  • Lead procurement transformation initiatives through process optimization, workflow automation, technology enablement, procurement system enhancements, and AI capabilities.
  • Develop and monitor procurement KPIs, dashboards, and scorecards to identify performance trends, bottlenecks, control gaps, and improvement opportunities.
  • Manage sourcing, renewal, and savings pipelines while developing procurement analytics related to spend, supplier performance, savings, cost avoidance, and business planning.
  • Oversee Procurement operations, ensure policy and regulatory compliance, and educate stakeholders on Procurement policies, procedures, systems, and controls.
  • Lead and develop the Procurement team by establishing priorities, performance expectations, operational excellence, and continuous improvement initiatives.
  • Manage vendor master data approvals, virtual card and purchasing card administration, and Procurement system licenses and user access.
  • Perform all other related and comparable duties as assigned.
Job Requirements:
  • Experience leading strategic sourcing, supplier evaluations, complex negotiations, and technology procurement, including software, cloud, cybersecurity, and AI solutions.
  • Experience with procurement transformation, process improvement, automation, systems implementation, and change management.
  • Strong analytical and financial skills, including spend analysis, savings validation, cost optimization, financial modeling, KPIs, and executive reporting.
  • Ability to develop business cases, negotiation summaries, and recommendations for senior leadership.
  • Excellent communication, executive presence, stakeholder management, and influencing skills.
  • Strong focus on operational excellence, customer service, compliance, risk management, and continuous improvement.
Education and Experience :
  • Bachelor’s degree from four-year college or university in Accounting, Finance, Business Administration, Economics, Supply Chain Management, Operations, or a related field.
  • MBA, CPA, CPSM, C.P.M., advanced degree in Supply Chain Management or Operations, or another relevant professional certification is preferred.
  • Minimum of eight years of relevant procurement experience, including three to five years in a management or leadership position performing Procurement operations, strategic sourcing, negotiations, transformation, analytics, and/or category-management work.
  • Experience with procurement or ERP platforms such as SAP, Ariba, Oracle, or Coupa.
