Job Summary

Performs responsible professional work in planning, organizing, and supervising county‑wide recreational programs and athletics, and/or managing parks or sports complexes. Manages seasonal personnel, coordinates facilities use, markets and advertises programs and events, prepares and maintains budget, and evaluates program/facility performance. May be required to work evenings, weekends, holidays, and to respond to occasional call‑back requests.

Responsibilities
  • Design and implement all aspects of recreational programs and manage the operation of parks or recreational facilities.
  • Respond to inquiries and complaints, monitor facility use, and coordinate support with other county departments and agencies.
  • Recruit, interview, background‑check, hire, train, and supervise part‑time, contractual employees, and volunteers; approve leave and record time.
  • Evaluate and approve proposals from contractual class instructors, sports officials, tour companies, performing arts agencies, and caterers; negotiate fees and contracts; initiate payments and refunds; monitor contract compliance.
  • Monitor ongoing programs and facility operations, evaluate effectiveness and efficiency, implement changes, and investigate complaints.
  • Maintain program operations within budget limits, manage credit card purchases, project revenues and expenditures, and perform routine budget reporting.
  • Participate in planning and execution of special events and work at events as required.
  • Create and edit marketing materials (flyers, brochures, posters, advertisements); appear on local TV; make presentations to varied audiences.
  • Maintain websites or website pages related to parks and recreation programs; perform updates and periodic maintenance.
  • Prepare reports and serve as staff liaison or county representative on local and regional boards, commissions, and committees.
  • Provide information to the public regarding parks and recreation services.
Minimum Qualifications

Any combination of education and experience equivalent to a bachelor’s degree in recreation, physical education, public administration, or a related field, and 2 to 4 years of recreation work experience. Alternatives include an associate’s degree and 6–8 years of experience, or 10–12 years of outdoor recreation planning and implementation experience.

  • Possession of a valid driver’s license issued by the Commonwealth of Virginia.
  • Successful completion of pre‑employment checks (criminal history, background, DMV record).
  • Designation as a Certified Park & Recreation Professional (CPRP) is desirable.
  • Personal computer experience using Microsoft Office Suite is desired.
Supplemental Information
  • Thorough knowledge of recreational principles and practices, including therapeutic recreation, gerontology, and athletics.
  • General knowledge of PC word processing, spreadsheet, and presentation software, and audio‑visual equipment.
  • Knowledge of supervisory principles and practices.
  • Effective oral and written communication skills.
  • Ability to plan and implement recreational activities while prioritizing multiple projects.
  • This position is considered essential (ALPHA). An ALPHA employee may be required on‑call during emergencies such as hurricanes and to assist in staffing the Emergency Operations Center.
Physical Demands

Must be physically able to use common office equipment (computers, typewriters, copiers), operate a motor vehicle, and perform occasional lifting (up to 50 lbs). Work is largely sedentary but may include bending, stooping, climbing stairs, and walking.
