Overview
The Office of Human Resources is recruiting for a team manager over the Organizational Development function to support and develop the team as they continue county‑wide outreach and development. This position impacts employees at all levels across the organization through engagement efforts. The selected candidate will be a practicing leader, delivering and administering initiatives, leading projects, and supporting the team.
Responsibilities- Team Leadership: direct mentoring and development of staff, workload and scheduling management, and maintenance of professional standards and operating procedures.
- Stakeholder Engagement and Management: coordinate with other HR managers, attend vendor meetings, provide system or technology support, conduct needs discussions and consultations, and develop internal and external partnerships.
- Administration: maintain support of countywide learning management systems, ensure compliance and updates of job aids, monitor and audit system content, manage reporting and supplies, and schedule/deliver training and facilitation commitments.
- Instructional and Curriculum Design: create tailored content plans, perform learning outcome and needs analysis, and ensure alignment with county strategic goals and values.
- Facilitation and Information Delivery: deliver in-person, virtual, and asynchronous content; facilitate training sessions, countywide programs, staff meetings, and support change management initiatives.
High school diploma or G.E.D. and 7 years of related experience managing personnel within a training, learning, or organizational development context as a primary function of the role.
Preferences- Robust history of managing a multi-person team engaged in training, learning and development, or organizational development.
- Experience with learning technologies, including authoring tools and LMS (Oracle Learn). Proficiency with Microsoft Office Suite, Articulate (Rise & Storyline), Canva, and Adobe tools for training content development.
- Ability to review content for ADA compliance and Web Content Accessibility Guidelines.
- Flexibility to accommodate occasional evening and weekend work with notice.
- Willingness to travel within the county; access to a county vehicle is available.
- Candidates must pass criminal history and DMV background checks.
- Complete a Statement of Economic Interest form in accordance with Va. Code 2.2‑3114, 2.2‑3115, and 2.2‑3116.
Positions typically require: reaching, standing, walking, fingering, grasping, talking, hearing, seeing and repetitive motions. Sedentary work involves sitting most of the time and may include lifting up to 10 pounds.
Salary and BenefitsHIRING SALARY RANGE: $91,162.50 - $/yr.
