Position Summary

The Program Manager (PM) serves as the single point of contact for all contractual and programmatic matters on the Potomac River Test Range (PRTR) Operations & Sustainment contract at Naval Surface Warfare Center Dahlgren Division (NSWCDD). The PM provides on‑site leadership for a large, multi‑discipline team delivering test engineering, range operations, data acquisition, and instrumentation sustainment services in support of E40 Division’s test and evaluation mission.

Selected candidate must be able to gain and maintain Government approval for this position.

Responsibilities
  • Providing supervision of a team of ~100 staff responsible for range operations and operational test and evaluation.
  • Serving as point‑of‑contact among government officials, VETS leadership, direct staff and subcontractors.
  • Delivering all contract deliverables and responding to task order requests under an /IQ contract.
  • Serving as the primary on‑site contractor representative with full authority to act on behalf of the company; physically present at the local facility during core hours (0700–1500).
  • Providing oversight of 10–15 test events per week, ensuring readiness, safety compliance, and on‑time delivery across the PRTR complex.
  • Overseeing vendors and subcontractors to ensure quality control and compliance with requirements.
  • Developing, implementing, and managing a Government‑approved training and certification program; submitting an implementation plan within six months of contract transition.
  • Ensuring all personnel maintain required qualifications, certifications, security clearances, and special authorizations prior to task performance.
  • Submitting monthly Contractor Officer’s Management Report, including full personnel list, subcontractor invoices, and travel/material receipts.
  • Overseeing property management, GFP accountability, and weekly ODC status reporting.
  • Acknowledging all Government contractual requests within 24 hours and maintaining proactive communication with the Contracting Officer’s Representative (COR), Alternate COR, and Contracting Officer (KO).
  • Managing all task‑order activities across three functional areas:
    Test Engineering & Management, Range/Labs Operation & Sustainment, and Data Acquisition, Analysis & Instrumentation Sustainment.
  • Managing all tasking and project tracking in the Government’s SCOPE system; maintaining NSWCDD PTEM inputs.
  • Monitoring planned versus actual labor charges per CLIN and per labor‑category basis monthly; advising the COR of any variance exceeding 15% and presenting trends at semi‑annual In‑Progress Reviews (IPRs).
  • Leading formal and informal In‑Progress Reviews (CDRL A004); initial IPR within 30 days of award, subsequent IPRs approximately six months apart.
  • Ensuring strict compliance with OSHA, NSWCDD safety instructions, environmental regulations, and all applicable DoD/Navy policies.
  • Maintaining a local facility within 60 miles of NSWCDD as the primary contractor office.
  • Managing cooperative working relationships with a mixed Government/contractor workforce; resolving all inter‑contractor disputes with the COR/KO within 24 hours.
  • Managing the execution of tasks within proposed budgets and schedules.
  • Validating that all contract deliverables are assigned to applicable staff, providing quality review prior to delivery, and submitting them to the COR/KO.
  • Having the primary relationship with the COR/KO and other designated on‑base stakeholders.
  • Working collaboratively with VETS leadership and corporate teams to gain support, as needed.
  • Ensuring customer satisfaction, safety, quality, and other regulatory and contractual requirements.
  • Verifying team member performance goals are met and validating that all required certification and training are maintained, including developing and maintaining crew member training plans for each position held under supervision.
