This position coordinates and oversees Family Services and Health Services for preschool programs, ensuring compliance with Head Start, Virginia Preschool Initiative (VPI), and school division requirements. The position oversees student recruitment, eligibility, attendance, comprehensive services, and related data collection and reporting processes to support program accountability and compliance. Working collaboratively with school personnel, community partners, and program leadership, the position supports family engagement, continuous improvement efforts, professional development, and program implementation to promote high-quality services, child safety, family well-being, and positive program outcomes.
Essential Responsibilities Specific to This Job
- Coordinates and oversees Family Services and Health Services, ensuring compliance with Head Start, VPI, and division requirements across preschool programs.
- Supervises, supports, and evaluates Family Services and Health Services staff, including managing and monitoring caseloads to ensure effective service coordination, crisis response, and referrals.
- Oversees data collection, monitoring, and reporting systems related to attendance, eligibility, and comprehensive services, ensuring accuracy and compliance with local, state, and federal requirements.
- Leads and oversees the recruitment and eligibility processes, ensuring consistent application of eligibility guidelines, accurate documentation, and compliance with Head Start, VPI, and division requirements.
- Collaborates with school and program staff to monitor attendance patterns and support data informed decision-making and program accountability.
- Ensures school programs meet local, state, and federal requirements, providing guidance on data collection, documentation, and program implementation.
- Coordinates the Family Services Head Start self-assessment processes and supports advisory and committee work, ensuring alignment with program performance standards.
- Collaborates with preschool specialists and Supervisor to support the development and implementation of short- and long-term program goals, aligning Family Services and Health Services with departmental continuous improvement plans.
- Supports PWCS Preschool's continuous improvement efforts by analyzing data, identifying barriers to family engagement and attendance, and providing recommendations to improve program outcomes through collaboration with departments and stakeholders.
- Supports the Community Assessment process, seeks and maintains partnerships with community agencies, ensuring access to resources and alignment of services to identified family needs.
- Serves as a resource to support family needs and connect families to community services, strengthening engagement and access to supports.
- Provides and coordinates professional development and ongoing training related to Family Services, Health Services, and program compliance for new and experienced staff.
- Supports program implementation and planning activities, collaborating with leadership, stakeholders, and staff to promote high-quality service delivery.
- Ensures adherence to standards of conduct, child safety requirements, and operational expectations in accordance with program, division, and regulatory requirements.

Knowledge, Skills, Abilities and Behaviors
- Knowledge of local, state, and federal laws, regulations, grant requirements, and program standards governing preschool and early childhood programs.
- Knowledge of eligibility determination, enrollment processes, and comprehensive services for grant-funded preschool programs.
- Knowledge of family engagement, family services, and community resource coordination practices that support student and family success.
- Knowledge of student information, data management, and reporting systems, with the ability to analyze and utilize data to support compliance and continuous improvement.
