Job DutiesThe Agency Management Analyst Senior reports to the Supervisory Intelligence Specialist within the Operations and Logistics Unit (OLU) and is responsible for performing advanced analytical functions that support intelligence development, operations, and situational awareness across the Virginia Department of Corrections (VADOC). This position conducts the collection, evaluation, monitoring, and analysis of information related to criminal, disruptive, and security‑threat behavior in correctional facilities and the community.
A core function of this position includes monitoring inmate communication such as electronic messages, telephone activity, social associations, and other monitored communication platforms to identify criminal acts, gang coordination, drug trafficking, contraband distribution networks, and other illicit activity. The Analyst develops and converts this information into investigative leads, producing intelligence packages and analytical products for review and use by the Office of Law Enforcement Services (OLES).
The position routinely reviews multiple intelligence databases, creates reports, charts, graphs, and visual presentations, and identifies trends or patterns associated with security threat groups or coordinated criminal activity. It also assists with OLU Operations Center coverage on rotating shifts as needed, receiving and disseminating incident notifications, maintaining situational awareness, and supporting emergency and time‑sensitive operations.
The Analyst collaborates with DOC staff, correctional facilities, probation and parole districts, OLES, and external criminal justice partners to gather, develop, and disseminate intelligence relevant to threats against facility safety, institutional security, and public safety.
* Spanish language proficiency is essential to this position, as the Analyst frequently reviews and interprets inmate communications in Spanish to identify criminal activity, gang involvement, and security‑threat indicators. These skills directly support accurate intelligence development and investigative operations.
* This is a wage position limited to working no more than 1,500 hours per agency during the 12 month period of May 1 – April 30, regardless of the hire date. The wage employment period resets on May 1 of the following year. All wage employees are limited to working no more than 29 hours per week on average over the 12-month period.

- Fluency in speaking, reading, and writing Spanish.
- Experience in criminal intelligence, investigations, threat analysis, or related fields.
- Ability to interpret complex data, identify patterns, and produce professional intelligence products.
- Proficiency with case management systems, analytical tools, and law enforcement commercial databases.
- Strong communication, coordination, and leadership skills.
- Experience in corrections, law enforcement, or emergency operations.
- Experience in a command center or operations center environment.
- Experience with VCIN.
Experience using intelligence software, case‑management systems, and law‑enforcement databases to support complex analytical work.
