Position: Public Works Maintenance Specialist (Streets)

Performs skilled trades work on a variety of tasks in the construction, maintenance, and repair of streets, rights‑of‑ways, and related work as apparent or assigned. Work is performed under close supervision.

Responsibilities
  • Perform a variety of semiskilled and skilled tasks in maintaining and repairing streets, sidewalks, curbs, and gutters.
  • Remove damaged section of pavement; fill holes with patching materials and tamp or roll patches.
  • Construct, maintain, and repair manholes, catch basins, curbs, retaining walls, and drainage lines; build and set forms and finish concrete; patch new and old concrete work.
  • Clear roadsides of snow, litter, overgrown grass, and brush; perform ditch cleaning and grading to ensure proper drainage.
  • Mow grass, edge sidewalks and curbs, weed eat, trim trees and shrubs; spray pesticides; spread fertilizer; perform related landscaping duties in the maintenance of City grounds.
  • Set up for various events; set up tents, tables, and chairs; put up and remove decorations; clean up and restore area after events; assist with office moves.
  • Pick up refuse, trash, limbs, leaves, etc., and transport to appropriate facilities.
  • Operate dump trucks, mowers, backh o, front end loader, chainsaw, jackhammer, asphalt roller, weed eater, stump grinder, etc. in the construction, maintenance, and repair of public facilities.
  • Assist other crews as needed.
  • May be required to work outside normal work hours in on‑call and emergency situations.
Minimum Education and Experience
  • High school diploma or GED and minimal experience in general construction, maintenance, and/or grounds keeping work, or equivalent combination of education and experience.
Licenses and Certifications
  • Possession of an appropriate driver’s license valid in the Commonwealth of Virginia.
  • May require possession of or ability to obtain specific licenses and/or certifications depending on departmental assignment.
  • Obtain commercial driver’s license within six months of hire.
  • Obtain VDOT Flagger certification within six months of hire.
Knowledge
  • Knowledge of the operation, maintenance, capabilities, and limitations of equipment used in area of assignment.
  • Knowledge of the occupational hazards and proper safety precautions involved in the operation of equipment.
  • Knowledge of traffic laws and regulations governing equipment operation.
  • Knowledge of streets drainage, buildings, grounds, utilities, landscape areas and related construction, maintenance and repair procedures.
Skills
  • Skill in the operation of equipment to which assigned.
  • Effective communication skills.
Abilities
  • Understand and follow specific oral and written instructions.
  • Detect signs of mechanical failure of equipment.
  • Perform manual labor for extended periods often under unfavorable weather conditions.
  • Establish and maintain effective working relationships with associates and the general public.
Work Environment
  • Worker is exposed to outdoor weather conditions, traffic conditions, extreme temperatures, noise, odors, heights, dust and to hazardous materials.
Essential Physical Activities
  • Stooping, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, repetitive motions, depth perception.
  • Typical lifting, typical weight handled: up to 50lbs
