Job Duties
Purpose of Position
The Senior Licensing Coordinator provides advanced administrative, technical, and regulatory support for the cannabis licensing, registration, and product approval functions of the agency. This role serves as a subject matter resource for licensing processes, ensures the accuracy and completeness of complex application submissions, and supports the oversight of licensed cannabis facilities. The Senior Licensing Coordinator helps develop licensing procedures, supervises Licensing Associates, and ensures that licensing activities align with statutory and regulatory requirements.
Through expert review, stakeholder engagement, and program coordination, the Senior Licensing Coordinator plays a key role in maintaining the integrity, transparency, and efficiency of the cannabis regulatory program.
Advanced Licensing & Registration Administration
• Expert understanding of cannabis licensing requirements, the patient certification process, and product registration standards.
• Ability to review complex or escalated applications for accuracy, completeness, and regulatory compliance.
• Skilled in identifying deficiencies, requesting corrections, and ensuring timely processing.
• Ability to support system improvements, workflow optimization, and data quality assurance.
Regulatory Compliance Support
• Ability to identify potential compliance issues during application review and escalate concerns appropriately.
• Skilled in supporting compliance and enforcement teams by documenting facility related issues or irregularities.
• Understanding of regulatory requirements governing cannabis facilities, product safety, and operational standards.
Program Coordination & Reporting
• Ability to prepare reports, summaries, and documentation supporting licensing decisions and program oversight.
• Skilled in maintaining organized, auditable records that support transparency and regulatory accountability.
• Ability to assist in developing licensing procedures, guidance documents, and internal Standard Operating Procedure's (SOPs).
Stakeholder & Public Interaction
• Strong communication skills for responding to complex inquiries from applicants, licensees, patients, practitioners, and the public.
• Ability to provide clear guidance on regulatory requirements, application processes, and program expectations.
• Professionalism in representing the agency in interactions with cannabis facilities and community stakeholders.
Administrative & Technical Proficiency
• Proficiency with licensing databases, registration systems, and document management tools.
• Ability to manage sensitive information in accordance with agency and state confidentiality requirements.
• Strong organizational skills with the ability to manage multiple priorities and deadlines.
Supervision & Leadership
• Supervises Licensing Associates, providing ongoing coaching, performance guidance, and support in application review, documentation standards, and regulatory interpretation.
• Oversees and contributes to training programs for new staff, fostering skill development and consistent team practices.
• Acts as the primary resource for resolving escalated or technically complex licensing issues, ensuring accuracy and compliance.
