Position Summary:

The Real Estate Development & Housing Coordinator performs professional, analytical, and administrative work in support of Chesterfield County’s housing, real estate development, and grant funded community development programs. The position serves as a liaison to other departments, agencies, and the public on certain real estate development, redevelopment, and housing issues in Chesterfield County. The position combines responsibilities from multiple disciplines—urban planning, community development, housing policy, grant management, geospatial data analysis, and real estate development.

The ideal candidate can combine technical ability with experience to lead informed decision-making through collaborative engagement with County departments, nonprofit organizations, state agencies, regional partners, HUD, and community stakeholders to ensure success in the County’s strategic housing and community development partnerships and initiatives.

Typical Work Responsibilities:

Assists with the following related to implementation of the county’s community development, revitalization and housing policies, projects, programs and goals:

  • Coordinate, facilitate and manage real estate activities related to community enhancement initiatives and select housing projects and programs
  • Coordinates short- and long-term actions related to affordable housing and other community development projects
  • Evaluate and recommend community enhancement and housing policies and procedures
  • Coordinate grant funded property acquisitions and contract management for housing programs
  • Monitors contracts with other governmental agencies and community-based organizations as they relate to the county’s community enhancement programs
  • Prepares and/or reviews reports and correspondence
  • Assist with the research, design, and implementation of County wide community development policies and programs.

Assist with the administration of the annual CDBG and HOME funded programs, including:

  • Preparing required federal plans and documents (e.g., Consolidated Plan, Annual Action Plan, CAPER).
  • Ensure compliance with HUD regulations, federal statutes, and local policies.
  • Oversee annual application process project eligibility reviews, environmental reviews, procurement processes, and long-term affordability requirements.
  • Monitor subrecipients, developers, and partner agencies for program adherence and performance.

Provide spatial analysis and data visualizations including:

  • Use GIS to map community development investments, grant program outcomes, and Chesterfield County specific housing data.
  • Create and maintain spatial datasets related to housing, community development, zoning, infrastructure, and equity indicators to show trends over time and geographies.
  • Produce maps, dashboards, and visualizations that support internal planning and budget requests, public communication, and compliance documentation.
  • Integrate spatial analysis into resource allocation decisions, project targeting, and community needs assessments.
  • Perform other work as required.
Required

Knowledge, Skills and Abilities:
  • Knowledge of community development, urban planning, affordable housing principles, and real estate development practices.
  • Understanding of real estate finance and project proformas.
  • Ability to evaluate housing and community development proposals and make criteria-based evaluations about potential outcomes to inform policy recommendations.
  • Ability to clean and format data for spatial analysis and create GIS maps, and data visualizations that are clear and compelling.
  • Ability to analyze trends, conduct research, interpret financial records, understand audits, and prepare formal reports and recommendations.
  • Knowledge of HUD regulations, federal compliance requirements, and community development statutes especially those related to CDBG and HOME funds.
  • Familiarity with NEPA environmental review standards.
  • Ability to interpret and apply federal, state, and local laws, ordinances, policies, and codes.
  • Ability to prepare clear and concise written plans, reports, and communication for technical and public audiences.
