Performs responsible supervisory, technical, administrative work in the construction, repair, operation, and maintenance activities for the Department of Public Utilities; provides technical direction and field supervision for all operational, maintenance, and construction activities of water and sewer infrastructure as assigned; coordinates resources and ensures efficient, safe, and compliant repair operations; performs other duties as assigned.
Essential Functions- Performs and supervises the operation, maintenance, repair, and construction of public water distribution and wastewater collection infrastructure, utility easement restoration, and associated facilities. Oversees routine and preventive maintenance activities, including water main flushing, valve exercising, fire hydrant inspection and maintenance, vegetation management, and related utility system operations. Performs other related duties as assigned.
- Ensures maintenance and repair activities are performed in accordance with applicable OSHA regulations, Virginia utility safety requirements, County policies, and established standard operating procedures.
- Reports to the Utilities Construction Manager and supervises assigned utility personnel.
- Oversees installation and repair of water and sewer services and meter setters while ensuring compliance with standards and specifications.
- Provides direction and technical assistance for repair efforts on water lines ranging from 1/2" to 10", gravity sewer lines ranging from 4 to 12", and force mains ranging from 1-1/4" to 4".
- Provides direction and technical assistance for repair efforts on water valves, hydrants, saddles, fittings, sewer valves, sewer cleanouts and low-pressure force mains.
- Confers with the Construction and Operational Managers to resolve field problems and operational issues.
- Coordinates with outside contractors on extensive repair efforts.
- Utilizes a GIS mapping system to identify and locate water and sewer infrastructure.
- Contacts Miss Utility service prior to commencing repair efforts.
- Uses CCTV equipment to determine issues within the sewer system.
- Safely and efficiently operates, maneuvers and manipulates a wide variety of hand, power, pneumatic, hydraulic gas and electric tools and equipment specific to assigned tasks with a consistently high degree of proficiency and with constant attention to safety of operation to prevent accidents and damage.
- Consistently demonstrates the highest degree of proficiency and skills in the operation, maneuvering and manipulation of vehicles and equipment to, from and on the job site as needed, typically with a greater consequence of error in the form of mistakes and damage to property and equipment or negative impact to the public's safety.
- Orders and arranges delivery of materials, supplies, and equipment to work sites; monitors equipment and material inventory and usage.
- Maintains accurate records and prepares required documentation for reports in a work order management system.
- Develops, implements, and maintains Standard Operating Procedures (SOPs) for the safe, efficient, and compliant operation and maintenance of public utility infrastructure and equipment.
- Reviews utility as-built plans to determine scope for water and sewer repairs.
- Evaluates equipment and operational methods; researches and recommends new methods and equipment to improve efficiency and productivity.
- Ensures proper care and maintenance of equipment; verifies repairs and operational readiness.
- Communicates repair efforts in a timely, thorough, and periodic fashion by telephone and email.
- Plans and directs 24-hour emergency repair services for water distribution and sewer collection systems.
- Trains, evaluates, and provides feedback to subordinate personnel; ensures adherence to safety and operational standards.
- Responds to requests and complaints from the public regarding division activities; provides timely resolutions.
- Establishes and monitors preventive maintenance schedules for machinery, controls, and equipment; performs minor repairs as needed.
