Location: King and Queen Court House

Job Summary

Position will work in the Children’s Services Act Program for King and Queen County. Responsibilities include assisting the Community Policy Management Team (CPMT) and the Family Assessment and Planning Team (FAPT) with the implementation of the Children’s Services Act (CSA) for At‑Risk Youth and Families, monitoring policy changes and CSA program budget, conducting community assessments, providing FAPT reports, acting as a secondary case manager, attending treatment meetings, conducting utilization reviews, monitoring vendors, ensuring least restrictive placements, supporting long‑range community planning, negotiating vendor contracts, managing special projects, training staff, and coordinating with volunteers and community agencies.

Responsibilities
  • Assist CPMT and FAPT with implementation of CSA for At‑Risk Youth and Families
  • Monitor changes in Children’s Services policy and state law, and assist in implementing changes within the agency and localities
  • Monitor the CSA program budget, including encumbrances, expenditures, un‑encumbrances, and reimbursement
  • Conduct community assessments and present FAPT reports and recommendations to CPMT
  • Act as a secondary case manager for all cases referred to FAPT
  • Attend treatment meetings and case staffing sessions
  • Conduct utilization reviews on cases
  • Monitor vendors to ensure families and children receive services and benefit from them
  • Ensure FAPT plans include least restrictive placements
  • Assist in long‑range community planning to develop services for children and families
  • Negotiate vendor contracts and ensure they meet all requirements
  • Manage, organize and direct special projects assigned by the Director
  • Provide training and supervise fiscal and services staff related to CSA
  • Develop programs and resources in the community and support agency employees in identifying and providing services to citizens
  • Prepare and review grant proposals, monitor program grants for compliance with policy and contractual requirements
  • Plan, organize and oversee the activities of volunteer personnel
  • Communicate with supervisors, employees, other departments, county officials, state/federal agencies, grant agencies, and community organizations
  • Attend workshops and training sessions and present plans and recommend policies and procedures and program budgets for approval
Qualifications Education and Experience

Bachelor’s degree in a Human Services field or related area supplemented with work experience in the assigned program areas or equivalent combination of training and experience.

Minimum Qualifications

Working knowledge of principles and practices of assigned human services programs, program practices, techniques, and methods; project management processes and techniques; local service agencies and departmental programs; program management and development; laws, regulations, policies and standards; program terminology; and human behavior.

Skill in operating a computer and using word processing, spreadsheet, database, desktop publishing, e‑mail, Internet, or other computer programs.

Demonstrated ability to communicate effectively orally and in writing, interpret data, present findings, assess program and staff needs, plan and evaluate program activities, train and supervise staff, maintain effective working relationships, solve problems, apply regulations and procedures, conduct training, and produce clear, concise documents.

Preferred Qualifications
  • Work experience in a human services organization
  • Experience in grant writing, project management, and community development
  • Certification in CANS and FPM facilitation desired
  • Knowledge of or experience with the Children’s Services Act (CSA)
  • Experience coordinating and facilitating meetings, training, and events
  • Experience working with OASIS and Thomas Brothers software systems
