Job Summary

We are seeking an experienced Performance Engineer to support the performance, scalability, reliability, and optimization of enterprise applications for a mission-critical Centers for Medicare & Medicaid Services (CMS) federal healthcare program. The Performance Engineer will work closely with software developers, architects, database teams, QA, Dev Sec Ops , and business stakeholders to identify performance bottlenecks and ensure applications meet defined performance and scalability objectives.

• Design and execute performance, load, stress, and scalability testing for enterprise applications and services.
• Develop performance test strategies, scenarios, scripts, test data, and execution plans based on business and technical requirements.
• Analyze application, API, database, and infrastructure performance to identify bottlenecks and root causes.
• Monitor response times, throughput, concurrency, resource utilization, error rates, and other performance metrics.
• Conduct performance testing of microservices and REST APIs in distributed application environments.
• Analyze database performance, including SQL queries, transactions, connections, and data access patterns.
• Collaborate with developers and architects to identify and resolve application performance issues.
• Support performance testing across cloud-based and containerized environments, including AWS and Docker.
• Establish performance baselines and compare results across application releases and environments.
• Document performance test results, findings, bottlenecks, recommendations, and remediation activities.
• Support capacity planning and provide recommendations for application scalability and infrastructure sizing.
• Participate in defect triage and root-cause analysis for performance-related issues.
• Integrate performance testing into Agile development and CI/CD processes where applicable.
• Continuously identify opportunities to improve application responsiveness, scalability, reliability, and resource utilization.

• Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field, or equivalent experience.
• 5+ years of experience in performance engineering, performance testing, or application performance analysis.
• Hands-on experience with performance and load testing tools such as JMeter, Load Runner, Gatling, or similar technologies.
• Strong experience analyzing application, API, database, and system performance.
• Strong SQL skills and experience analyzing database performance.
• Experience testing REST APIs and microservices.
• Experience with performance monitoring, profiling, metrics analysis, and bottleneck identification.
• Experience working with enterprise Java applications, preferably Java/Spring Boot.
• Experience working in Agile/Scrum software development environments.
• Strong analytical, troubleshooting, communication, and problem-solving skills.

• Experience supporting federal government or healthcare technology programs.
• Experience working with CMS, Medicare, Medicaid, or Program Integrity environments.
• Experience with AWS cloud environments and Docker/containerized applications.
• Experience with Teradata or other enterprise database platforms.
• Experience with application performance monitoring and observability tools.
• Experience with JVM/application profiling and Java performance tuning.
• Experience with CI/CD and integrating performance testing into Dev Sec Ops  pipelines.
• Experience with distributed caching technologies such as Hazelcast.
• Experience with high-volume enterprise applications and large datasets.

Compensation:
The expected compensation range for this position is $80,000 - $130,000 annually. Compensation is determined in good faith and may vary based on job-related factors, including relevant experience, skills, education, certifications, clearance level, labor category alignment, contract requirements, work location, internal equity, and business needs. The posted range reflects the Sky's reasonable estimate at the time of posting and does not guarantee a specific salary or rate.

Final compensation will be determined based on the selected candidate's qualifications and applicable contractual and business considerations.
