This recruitment will establish an employment list to fill current and future vacancies within the department of the Auditor
-Controller/Treasurer-Tax Collector. The anticipated life of the employment list is six months. If interested in employment for this position for current or future vacancies, please submit an online application for consideration.
Current vacancy is with the office of the Auditor-Controller located in Visalia. The anticipated life of the list is six months.
This position is responsible, under general direction, to perform a variety of professional accounting and auditing responsibilities which may include maintaining accounting and financial records; development and implementation of accounting and financial procedures and systems; reporting on budget trends, financial transactions, or tax billings and collections; and conducting audits of departments, agencies, special districts, and funds kept in the County treasury.
DUTYSAMPLE
- Prepare a variety of detailed accounting, auditing, financial, statistical, and narrative reports for the County and other agencies.
- Prepare and review ledgers and journal entries; balance and maintain complex accounting records such as trusts, funds, and claims; and maintain and balance tax trust accounts.
- Perform audit procedures and review existing accounting procedures and internal control methods to ensure compliance with standard accounting principles and governmental codes, laws, rules, and regulations.
- Develop, review, and implement accounting, auditing, and financial procedures and systems.
- Make recommendations to improve accounting procedures based on criteria, evidence, client processes, procedures, and audit plans and to minimize the organization’s audit risk.

Minimum QualificationsMinimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Education- Equivalent to a bachelor’s degree from an accredited college or university with major study in accounting, public or business administration including 15 semester units in accounting.
- General accounting principles.
- Financial and operational auditing principles and techniques, including audit workpaper preparation, report writing, and presentation.
- Principles and theories of internal control, including indicators of fraud and risk.
- Application and operation of computerized accounting systems and spreadsheets, using common accounting and spreadsheet software.
- Read and understand complex laws, regulations, and fiscal and accounting manuals.
- Identify and interpret technical and numerical information.
- Prepare and maintain a full range of standard accounting records and reports.
- Prepare written financial reports and statements accurately.
- Maintain knowledge of methods and practices of audit workpaper preparation and audit report writing.
- Analyze complex data and processes; identify discrepancies, errors, noncompliance, or inefficiencies; develop accurate and concise summaries and tables; and draw logical and appropriate conclusions.
- Conduct comprehensive financial, operational, compliance, and performance audits to determine fraud and risk and to make recommendations for improvements.
- Knowledge of Governmental accounting principles and practices; budgeting principles and practices; and cost accounting.
- Candidates selected may be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.
