The City of Visalia is seeking qualified candidates for the position of Wastewater Treatment Plant Superintendent, responsible for managing operations at the Water Reclamation Facility.
Division OverviewThe Wastewater Division of the Public Works Department operates the Water Reclamation Facility (WRF), treating an average of about 13 million gallons per day (MGD) of wastewater. The WRF uses membrane bioreactor (M ) filtration and ultraviolet disinfection to remove over 99% of traditional pollutants, producing treated water suitable for landscaping and agricultural use.
Position Responsibilities- Oversee all functions of the WRF, ensuring compliance with state and federal regulations.
- Coordinate and collaborate with other departments and divisions.
- Conduct research, prepare City Council presentations, and provide public assistance.
- Manage budgeting, procurement, and maintenance activities.
The ideal candidate possesses a high level of professionalism, sound knowledge of wastewater treatment principles, excellent customer‑service skills, and a demonstrated track record of completing projects. The candidate should have excellent judgement, integrity, organizational skills, and the ability to communicate effectively with coworkers, supervisors, support staff, and outside stakeholders.
Experience and Education- Five (5) years of increasingly responsible experience in the maintenance and operation of a wastewater treatment facility, including four (4) years of supervisory experience.
- Associate Arts degree from an accredited college with major work in chemistry, biology, or a related science.
- State of California Wastewater Treatment Plant Operator Grade V Certificate.
- Valid California Driver's License.
- Ability to obtain a valid State of California Pesticide Applicator Certificate within one year of hire.
Positions are typically conducted in a standard office environment and also involve field work, exposing employees to weather, disease‑causing bacteria, and other harmful pollutants.
