This recruitment will establish an employment list to fill current and any future vacancies within the Workforce Investment Board (WIB). The anticipated life of the employment list is six months. Current vacancy is with the Workforce Investment Board (WIB) located in Visalia. The anticipated life of the list is six months- Formulate departmental policy in administrative services and business management.
- Plan, organize, assign, review, and direct fiscal administrative services.
- Confer with the department head on major fiscal related administrative service problems.
- Direct and monitor the budgetary and fiscal control programs.
- Assist in the development and implementation of departmental and division goals, objectives, policies, and procedures.
- Supervise, plan, organize and direct the activities of staff engaged in administering various workforce development programs.

Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Education:- Equivalent to graduation from an accredited college or university with major course work in Accounting, Public or Business Administration or a closely related field.
- Three (3) years of experience in complex fiscal administration that includes accounting responsibilities.
- Or four (4) years of progressively responsible administrative experience involving planning, coordinating and evaluating employment and training programs.
- Principals of management and analysis and organizational design necessary to analyze and recommend change
- Principles of public and business administration; governmental functions, organization and accounting.
- Department of Labor guidelines, rules and regulations as they pertain to the Workforce Investment Act (WIA).
- Economic, sociological and political factors applicable to program planning.
- Principles and practices of management and supervision.
- Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
- Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
- Conduct complex administrative and financial studies.
- Plan, organize, coordinate and direct the work of others to effectively meet program goals.
- Possession of, or ability to obtain, an appropriate, valid California driver's license.
Education:
- Bachelor's degree in Accounting, Public or Business Administration or a closely related field.
Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.
