Overview of Responsibilities:
Under the general direction of the Facilities Supervisor, installs, replaces, cleans, reads and tests all sizes and types of water meters. Performs routine work without supervision. As a condition of employment, this position is required to standby and work as an emergency crew (duty) person on a rotating basis covering nights, holidays and weekends. Applies all standard safety practices.
Essential Functions:
Troubleshoots, disassembles, cleans, inspects, and tests water meters for accuracy in accordance with American Water Works Association standards.Schedules and carries out a routine preventative maintenance program for large domestic, irrigation, compound, turbine, sonic and magnetic flow meters throughout the District's water system.Investigates and repairs meter leaks including changing gaskets, curb-stops, customer valves, meter boxes and lids. Performs soldering and minor welding.Conducts product testing of new factory meters to ensure they meet performance standards.Instructs, trains and oversees work by personnel learning to install, replace and test meters and performing other related tasks.Performs and assists with facility locations and leak detection using electronic equipment.Maintains shop inventory of meters and meter appurtenances.Investigates customer inquiries regarding meter accuracy, water flow and pressure. Conducts field flow testing to determine meter accuracy.Operates a computer utilizing spreadsheet, word processing and other types of software to produce documents and reports.Installs, reads and moves construction meters and backflow devices on an as needed basis; maintains all associated documentation.Assists with water distribution related tasks such as emergency and scheduled shutdowns, including notifying customers and other affected parties and/or agencies and ensuring District compliance with its National Pollutant Discharge Elimination System permit. Investigates, troubleshoots and reports leaks in the water distribution system.Standby and work as an emergency crew (duty) person on a rotating basis covering nights, holidays and weekends. Emergency crew personnel are required to be able to report to the District's headquarters facility within 45 minutes. Employees on standby may not consume alcoholic beverages or be under the influence of controlled substances, as described in the District's Personnel Policies Manual.Performs preventative, corrective and landscape maintenance functions in and around pump stations, reservoirs and other District facilities.Ensures safe work conditions by following District safety guidelines and safety-related directives, including but not limited to, using personal protective equipment as directed, operating District vehicles and equipment in a safe manner, and following District safety policies outlined in the Safe Work Practices manual.Performs related work as assigned.Qualifications:
Education and experience equivalent to graduation from high school. Must have two years of experience in water meter and meter appurtenance testing, installation and repair. One year of meter experience can be substituted by one year of experience specific to water main installation or repair. Experience in inventory control and work scheduling is desired.
Must have a valid California driver's license and be acceptable to the District's automobile liability insurance carrier.
Must possess a Water Distribution Operator D2 certification administered by the California Operator Certification program.
Must have the ability to establish and maintain effective working relations with other personnel and promote good relations with the public.
Must pass fit testing for an air purifying respirator.
