The Water RFP Specialist

The Water RFP Specialist is responsible for identifying, analyzing, and responding to Requests for Proposals (RFPs), RFQs, and RFIs related to water, wastewater, and utility infrastructure projects. This role supports revenue growth by coordinating cross-functional teams to develop compliant, competitive, and high-quality proposals that align with the company’s turnkey services model. The ideal candidate understands municipal procurement processes, construction/utility contracting, and technical proposal development for water infrastructure programs (e.g., meter replacement, pipeline rehabilitation, treatment facilities, and related services).

Key Responsibilities
  • Monitor and identify relevant RFP/RFQ/RFI opportunities across municipal, state, and utility clients in the water and wastewater sector.
  • Analyze bid requirements, scopes of work, technical specifications, and contract terms to determine feasibility and alignment with company capabilities.
  • Lead the end-to-end proposal development process, including compliance review, scheduling, document coordination, and submission management.
  • Coordinate with engineering, operations, finance, estimating, and legal teams to gather technical inputs, pricing data, and required documentation.
  • Prepare and draft technical narratives, executive summaries, project approaches, staffing plans, and past performance sections.
  • Ensure all proposals meet client requirements, submission deadlines, formatting standards, and compliance checklists.
  • Maintain and update a centralized RFP pipeline tracker and proposal content library (resumes, project sheets, boilerplate language).
  • Support pricing strategy discussions with leadership and estimating teams to ensure competitive and profitable bid submissions.
  • Review contracts and bid documents to flag risks, insurance requirements, bonding requirements, and compliance obligations.
  • Manage clarifications, addenda, and Q&A submissions with clients during the procurement process.
  • Coordinate with marketing/graphics (if applicable) to ensure professional formatting and branding consistency.
  • Track proposal outcomes and maintain win/loss analysis to improve future submission strategies.
Skills, Knowledge and Expertise
  • Bachelor’s degree in Business, Engineering, Construction Management, or related field (or equivalent experience).
  • 3+ years of experience preparing RFP responses for utilities, infrastructure, construction, or engineering services.
  • Strong understanding of municipal and utility procurement processes.
  • Experience working with technical teams (engineering, construction, field operations) to develop proposal content.
  • Excellent written communication skills with the ability to translate technical information into clear, compelling narratives.
  • Strong project management and deadline coordination skills.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and document management tools.
