Harris is actively seeking for a Subcontracts Specialist - (Hybrid) for our facility located in Waco, TX 76705 for a permanent opportunity. This position will start onsite for training purposes before working the hybrid role.

Summary:

  • Experienced professional with proficient knowledge of job area and practical knowledge of project management.
  • May manage projects or processes with general supervision.
  • Communicates with contacts inside and outside of own department to explain and interpret operational processes, practices, and procedures.
  • Recommends enhancements to systems and processes.
  • Works to achieve operational targets for specific programs and projects with moderate impact on departmental results.

Job Description:

  • Responsible for the procurement of subcontracts including the management of cost, schedule and performance parameters. Implement sourcing strategies, assesses supplier risk (including financial) and develops mitigation plans.
  • Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
  • Prepares bid packages, conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
  • Negotiates and coordinates additions, deletions, or modifications to subcontracts.
  • Participates with contracts administration and purchasing to develop subcontract policies and procedures.
  • Select methods, techniques and evaluation criteria for achieving goals and objectives.
  • May sign supplier agreements and purchase orders within established authority.

Qualifications:

  • Bachelor Degree with a minimum of four (4) years of applicable experience or 2 years post-Secondary/ Associates Degree and a minimum of 8 years of prior related experience. Graduate Degree and a minimum of 2 years of prior related experience.
  • Experienced with Defense Federals Acquisition Regulation (DFAR) and FAR standards
  • Experienced with DoD defense contracting knowledge
  • Position requires the ability to obtain and maintain a DOD Security Clearance, which requires U.S. Citizenship.
  • Candidate must be able to work closely with team members and have a willingness to learn.
  • Good verbal and written communication skills required
  • Proficient working knowledge of Microsoft Office Suite (Excel, Word, PowerPoint, Access)

Preferred Additional

Skills:

  • Bachelor Degree highly preferred
  • Previous Subcontract Management experience preferred
  • Defense contracts development/administration experience preferred
