The Construction Manager (CM) will provide on-site construction management support as one of two full-time CM positions for VA's EHRM Infrastructure Upgrades project at the Doris Miller Veterans Affairs Medical Center, located at 4800 Memorial Drive, Waco, TX 76711. This role is ideal for an experienced construction professional who can monitor field activities, support quality assurance, review contractor performance, track submittals and RFIs, document site conditions, support inspections, and prepare required VA reporting for COR review.
The CM will support field oversight in coordination with the COR and project team while maintaining appropriate contractual boundaries. The CM will not perform inherently governmental functions, accept or reject work, authorize changes, supervise Government personnel, or assume responsibilities assigned to the A/E, construction contractor, Contracting Officer, or COR.
Construction ManagerKey Responsibilities
Project Coordination & Stakeholder Management
- Coordinate with VA stakeholders, PCAC, the Doris Miller Veterans Affairs Medical Center, Health Care System representatives, building occupants, A/E representatives, the General Contractor, subcontractors, testing agencies, and project team members
- Facilitate communication, assist with resolving coordination issues, clarify project requirements, and maintain project progress
- Keep the COR informed of field status, observed deficiencies, safety concerns, schedule impacts, and items requiring Government attention
- Attend and support progress meetings, field coordination meetings, schedule reviews, and action item follow-up
- Support establishment of temporary field offices and laydown areas when required by the project
Field Oversight, Schedule & Coordination
- Review and monitor construction phase schedules, including milestones, phasing, workflow, material deliveries, inspections, testing dates, long-lead item availability, and related schedule impacts
- Track long-lead item availability and communicate related schedule impacts to the COR and project team
- Maintain daily diaries, daily logs of activity, or inspection logs documenting project activities and events affecting construction
- Assist with developing courses of action for field issues and support resolution of construction issues through troubleshooting support
- Compare field progress against approved schedules and communicate schedule slippages or sequencing concerns to the COR
- Support claims/dispute analysis when requested by documenting field conditions, schedule impacts, and relevant construction records
Quality Assurance, Submittals & Inspections
- Monitor field construction activities and identify work that appears inconsistent with contract documents, specifications, VA standards, codes, or VA Medical Center requirements
- Coordinate submittal reviews and support maintenance of the submittal register and submittal management process
- Document, track, monitor, and coordinate RFIs and responses in coordination with the COR
- Perform field inspections, compile lists of defects and omissions, and provide reports to the COR on work requiring correction
- Monitor independent testing agency or laboratory services, as applicable, and report testing or inspection discrepancies to the COR
Document Control, As-Builts & Reporting
- Maintain project records, correspondence, inspection documentation, construction administration files, as-built information, electronic filing, and required submissions as directed by the COR
- Verify field conditions and support creation, review, and updates of as-built drawings and redline documentation
- Support closeout documentation, operational and maintenance data review, and Owner-supplied equipment coordination as required
- Support commissioning activities with the Commissioning Agent and General Contractor as required
- Submit daily inspection reports electronically to the COR every Friday, documenting area of work, phase of project, tasks observed, approved schedule relationship, percentage complete, defects and omissions, corrective actions, and safety or environmental issues requiring correction
- Provide meeting support materials, including agendas, minutes, action items, and follow-up items for Government review, as requested
- Submit submittal review documentation electronically within 24 hours upon completion and one business day before applicable construction contract time frames, including recommendations, justifications, and schedule-delay annotations as needed
