Job SummaryPerforms highly complex training and development work. Work involves coordinating, developing, evaluating, and conducting training sessions using a variety of training methods; and serving as team leader providing guidance to others. Works under limited supervision with moderate latitude for the use of initiative and independent judgment.
Essential Functions- A. Coordinates training and education programs, services, and activities for Employee Support Services section to include the Wellness and Resiliency training, and web-based trainings; evaluates and analyzes training needs; and formulates and develops plans, procedures, and programs to meet those needs.
- B. Develops course curricula, course outlines, teaching methods, training aids, texts, and text materials; researches, designs, evaluates, and reviews training programs and materials; and recommends modifications to improve effectiveness.
- C. Formulates wellness training program policies and procedures; provides input on budget requests for various training programs; and prepares correspondence and program-related reports.
- D. Participates in solving training program problems; ensures the effective utilization of modern training methods and techniques; promotes the use of training services; and provides liaison with other departments of the agency, other agencies, and organizations.
- E. Organizes, assigns, and reviews the work of others; and works with stakeholders to accomplish program goals and objectives.

- 1. Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major coursework in Human Resources, Organization Development, Business Administration, Criminal Justice, Behavioral Science, Education, or a related field preferred. Each year of experience as described below in excess of the required three years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
- 2. Three years full-time, wage-earning in training, teaching, or staff development experience.
- 3. Victim services experience preferred.
- 4. Criminal Justice experience preferred.
- 5. Experience in developing or conducting training programs preferred.
- 6. Experience in the development or delivery of web-based or online training programs preferred.
- 7. Experience with Adobe Captivate and Connect preferred.
- * Applicants must meet the Texas Law Enforcement Telecommunications System (TLETS) access eligibility criteria as contained in the FBI Criminal Justice Information Systems Security Policy. Must maintain TLETS access eligibility for continued employment in position.
- 1. Knowledge of training methods, procedures, and techniques.
- 2. Knowledge of group process, group dynamics, and interpersonal relations.
- 3. Knowledge of education principles, practices, and techniques.
- 4. Knowledge of instructional design and curriculum development.
- 5. Knowledge of applicable state and federal laws, rules, regulations, and statutes affecting victim rights.
- 6. Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.
- 7. Skill to communicate ideas and instructions clearly and concisely.
- 8. Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
- 9. Skill to interpret and apply rules, regulations, policies, and procedures.
