Overview
Summary: This position serves as the Assistant Chief - Engineering Service as the full alter ego of the Chief with responsibility for the professional Engineering programs such as Maintenance and Repair, Utility Plant Operations, Energy Management and Conservation Program, Vehicle Fleet, Grounds, Capital Planning, and Construction Project Management section at a multi-faceted and affiliated VA Central Texas Veteran Healthcare System, including outlying Community Based Outpatient Clinics.

- United States Citizenship:
Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy - Education:
Bachelor's degree or higher in Engineering or Architecture - To be acceptable - the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology - Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum
- Examples of acceptable engineering and architectural degrees include - but are not limited to:
Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering - Titles may vary from educational institutions and change over time
- OR Evidence of passing the Fundamentals of Engineering Examination with a bachelor s degree
- Evidence can be in the form of an Engineering in Training certificate issued from any State - the District of Columbia - Guam or Puerto Rico - or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score
- OR Evidence of current professional registration or licensure as a Professional Engineer or Architect
- Evidence of current professional registration or licensure can be from any State - the District of Columbia - Guam or Puerto Rico

Education:
To be creditable - engineering, architecture or related education completed outside the U.S. must be submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to a Bachelor's degree as outlined in paragraph 3.b of this appendix - English Language Proficiency:
Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. 7403(f) - Grade Determinations:
Supervisory Healthcare Engineer (Deputy) GS-13 Experience includes: - One year of experience equivalent to the next lower grade (GS-12)
- Experience includes serving as Healthcare Engineer at the full performance level, working independently under general supervision, leading healthcare engineering programs, technology assessments, integration planning and implementation of current and emerging technologies
- Supporting the delivery of healthcare to Veterans by educating clinical staff, planners and leadership to ensure safe and efficient healthcare delivery
- Planning, executing and documenting highly complex, multi-faceted healthcare facility construction projects and inspections, prioritizing resources against approved scopes of work, contract documents and budgets
- Identifying problems and developing innovative solutions within applicable rules, regulations and procedures as they relate to the healthcare environment
- Background on KSAs:
In addition to experience, demonstrate knowledge in management of healthcare system resources; engineering and architectural principles related to healthcare facilities; effective communication; prioritization and delegation; policy interpretation; problem solving; and strategic planning - Reference: For more information on this qualification standard, please visit https://(Use the "Apply for this Job" box below). - Preferred Experience:
3 years managing construction projects for the VA or in medical facilities as a Contracting Officer s Representative; 3 years managing energy-related projects; 1 year experience with utility billing/negotiating utility contracts; 2 years training maintenance staff in energy-efficient operation; evaluation of high energy use equipment for conservation opportunities - Physical Requirements:
The work environment involves normal safety precautions typical of offices, training rooms, and libraries; may require outdoor work in all weather; occasional exposure to risks in storage areas or hazardous waste sites; work is primarily sedentary with some physical activity - Driver s License: A current, valid state-issued driver s license is required for this position
- Major duties include:
Strengthening and enhancing healthcare facility engineering and operations - Plan, organize, direct, evaluate, and manage the Engineering Service, including setting qualitative and quantitative standards
- Serve on VISN and national committees and work groups; interface with VISN, VACO, and the VA Healthcare Engineering and Facilities Enterprise Support Services
