Provides technical expertise and coordination for transportation programs involving multiple design and/or building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities.

Employees at this level establish their own work plan and priorities to meet set

objectives. Issues are rarely referred to the supervisor but are handled at the occurrence].

Essential Duties:
Transportation Specialist II
  • Assists with project design involving design calculations and sketches of plans, layouts and typical sections.
  • Coordinates traffic studies, analyzes traffic data, determines need and prepares plan layouts for traffic projects including signs, signals, illumination devices or traffic data collection devices.
  • Investigates and responds to public complaints on traffic signals, signs, railroad crossings, pavement markings, traffic management systems or other traffic related items.
  • Makes recommendations to replace or modify signs, signals and illumination devices.
  • Prepares and distributes strip maps for speed zones.
  • Performs other job responsibilities as assigned.
Transportation Specialist III: in addition to the above duties:
  • Assists in overseeing traffic management programs/projects involving technical employees engaged in developing, installing, testing, programming and repairing electrical/electronic devices/systems.
  • Provides technical expertise for field technicians in the installation, troubleshooting, maintenance and repair of complex electronic/electrical systems in the field.
  • Responds to complaints and identifies problems regarding traffic signal timing, congestion, operations and assists in developing recommendations for long-term solutions.
  • Reviews and revises Plans, Specifications & Estimates and project designs for traffic control devices, signals, signs, markings, detours, traffic control plans, roadway illumination, traffic management systems or Intelligent Transportation Systems (ITS).
Minimum Qualifications:

Education: Bachelor’s Degree in a related discipline.

Relevant experience may be substituted for education on a year per year basis.

Transportation Specialist I
Experience : 4 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent).

Transportation Specialist II
Experience : 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent).

Licenses and Certifications :
Valid driver’s license. This position requires driving a state vehicle.

  • Traffic Systems Spec II-III:
    Must have a Class “A” Commercial Driver’s License (CDL) with “N” endorsement. Must have an endorsement within 90 days of employment.

Competencies:
Transportation Specialist II and III Considerable knowledge of

  • Traffic operations engineering principles, practices and methods and the application of engineering theory
  • Traffic management systems operations
  • Design and plan preparation methods and requirements
  • The Texas Manual on Uniform Traffic Control Devices
  • Traffic signal systems design, testing and maintenance operations
Physical Requirements and

Working Conditions:

Required to wear protective gear-respirator, hard hat, or other device

Subject to inside and outside environmental conditions

Light work:
Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs

Walking-moving on foot to accomplish tasks: long distance/from one work site to another

Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
