Under the direction of the Health Facility Compliance Director, this position performs complex managerial work as a Regional Director (RD) for Health Facility Compliance (HFC) in the Health Care Regulation (HCR) department of the Regulatory Services Division at the Texas Health and Human Services Commission (HHSC). This position administers daily operations and activities related to the regulation of licensed and certified health care facilities in Texas.

Regulated facilities for this position include, but are not limited to, general and special hospitals, psychiatric hospitals, ambulatory surgical centers, end stage renal disease (dialysis) facilities, special care facilities, birthing and abortion facilities, freestanding emergency medical centers, rural health clinics, community mental health centers, and clinical laboratories (CLIA). The work involves collaborating in establishing program goals and objectives, developing guidelines, procedures, policies, rules, regulations, hiring staff, and training.

The work entails the deployment of staff schedules, priorities, and standards for achieving established statewide goals related to federal and state survey and inspection/investigation activities of health care facilities. The work involves complex coordination and evaluation of state and federal workload targets for survey staff in the assigned regional office as well as coordination with the other regional offices across the state.

Assists in planning, assigns, and monitors the work of the health facility compliance regional staff. Works under general supervision with latitude for the use of initiative and independent judgment.

• 20% Supervises the completion of the work of the health facility compliance field staff in the assigned region. Monitors the state and federal activities of professional staff related to the regulation of the licensed and certified health care facilities in Texas. Oversees evaluating of the facility’s plans of correction for acceptability, based on the CMS State Operations Manual (SOM) and established state standards.
  
  Reviews reports set for state or federal enforcement for final approval. Monitors the state and federal workload for timeliness and completion of regional assignments. Assists the Health Facility Compliance Director (HFCD) and Deputy Associate Commissioner in establishing statewide goals and objectives consistent with the federal Centers for Medicare and Medicaid Services Mission and Priority document and CLIA budget call letter that establish workload priorities for health facility compliance.
  
  Manages ongoing evaluation activities to determine workload completion of state or federal surveys of health facilities in coordination with other RDs.
• 10% Oversees the ARD and regional administrative staff work involving workload organization, data entry, and quality assurance. Routes supply orders as necessary for staff.
