Position Summary
Human Resources Specialist is responsible for organizing and performing technical administrative duties in support of the McLennan County HR Department. This front line customer service position provides support and assistance with all HR functions to ensure the HR team is able to provide support services to applicants, staff, department heads, and elected officials.
Essential Job Functions- Provide general customer services and Human Resources support including, but not limited to:
- Greet visitors, respond to the phone lines and respond to inquiries from job seekers
- Communicate and inform County employees of expectations related to their work environment, such as workplace behavior and appearance; ensure employees understand the job responsibilities and work hours; provide information regarding HR policies, programs and employee information
- Maintain the HR Department’s personnel files, confidential files and other record keeping filing and documentation
- Prepare and maintain requisitions for all invoices pertaining to the HR Department
- Maintain inventory of all operational supplies and equipment, keep the office supplies & equipment organized and functional, and submit orders/requisitions when needed
- Generate correspondence, deliver/mail/distribute departmental mail
- Prepare and coordinate travel arrangements for the HR department
- Prepare and complete requested Verification of Employment, Verification of Insurance and Unemployment Claims forms
- Assist in projects including research, spreadsheets, reports, infographics etc.
- Assist in entering, monitoring and reporting data into and from HRIS databases and other applicable systems
- Recommend new approaches, continual improvements to processes for the department and with regard to all the services provided by the department to reach department goals and objectives
- Remain informed about Federal and State guidelines, and updating policies to reflect the guidelines
- Provide support services in the functions of workers compensation and benefits including such responsibilities as:
- Assisting supervisors and employees through work injury response and reporting, including return to work coordination
- Complete any necessary steps for the onboarding process, including administering pre-employment paperwork, building new hire packets and facilitating new hire orientation in a genuine, enthusiastic manner that is conducive to learning
- Assist with benefits administration and enrollment actions
- Administering education/training programs designed to keep elected officials, department heads and/or supervisors knowledgeable of Human Resources laws and requirements
- Conduct a variety of research projects, prepare written reports as required, may prepare and administer a variety of employee and client surveys
- Regular attendance and timeliness are required
- Associate’s Degree in Human Resources, Personnel Management, Business Administration, Public Administration, Communications or related field; in lieu of associate’s degree a minimum of 2 years’ related experience plus the years of experience required below
- Bachelor’s Degree in Human Resources, Personnel Management, Business Administration, Public Administration, Communications or related field
- 2 years of experience supporting human resources-related operations such as hiring, compensation and benefits
- Strong ability to effectively use HRIS Systems including the ability to manipulate data and produce informative reports from these systems
- Proficient with Microsoft 365 applications including Outlook, One Drive, Visio, Forms and other related programs is preferred. Proficiency with Excel is required.
- Self-starter with exceptional organizational, communication (written and verbal), and interpersonal skills in dealing with the public, as well as the ability to develop and maintain professional working relationships with county officials, department heads, and co-workers.
