Minimum Qualifications
  • Bachelor's Degree in Environmental Science, or a related field and 5 years' experience with water quality/environmental programs experience or an equivalent combination of education and experience.
  • Valid Texas Driver's License required
  • TCEQ Class C Wastewater license within 2-1/2 required
Position Overview

The Environmental Compliance Manager provides strategic leadership and oversight for the City of Waco's environmental programs within the Infrastructure Services Department. This position manages regulatory compliance efforts related to industrial pretreatment, stormwater (MS4), and environmental laboratory operations to ensure the protection of public health and the environment, as well as adherence to applicable local, state, and federal regulations.

This position supervises the Pretreatment Compliance Supervisor, Stormwater Compliance Supervisor, Utilities Laboratory Supervisor, and assigned compliance support staff, including a Program Specialist responsible for centralized compliance reporting and data management. This role also provides oversight of the City's crossconnection control and backflow prevention program. The position ensures consistent implementation of monitoring, inspection, permitting, enforcement, and reporting activities across all programs. This role serves as the primary point of contact for regulatory agencies, oversees program audits and renewals, and ensures all environmental programs operate with consistency, defensibility, and technical excellence.

Functions
  • Provides overall direction and coordination for Pretreatment, FOG, Stormwater (MS4), Laboratory compliance programs, and the City's cross-connection control and backflow prevention program.
  • Ensures programs comply with the Clean Water Act, TPDES permits, TCEQ/EPA regulations, and municipal code requirements.
  • Oversees development, implementation, and enforcement of environmental policies, standard operating procedures, and compliance tracking and reporting systems.
  • Coordinates with internal departments, consultants, legal counsel, and regulatory agencies on compliance matters.
  • Manages staff performance, training, and development for direct reports and their respective teams, including personnel responsible for regulatory data management, compliance reporting, and program tracking functions.
  • Reviews and approves required regulatory reports, including annual pretreatment reports, stormwater MS4 reports, backflow and cross-connection compliance reporting, and laboratory quality assurance documents; ensures accuracy, completeness, and regulatory defensibility of all submissions.
  • Leads or supports investigations of noncompliance, spills, illicit discharges, or permit violations.
  • Oversees budget planning and resource allocation for the Environmental Compliance section.
  • Ensures consistent communication, documentation, data management, and coordination across all compliance programs, including centralized tracking of permits, inspections, enforcement actions, and reporting requirements.
  • Meets regularly with staff to discuss and resolve workload, priorities, and technical issues; maintains records of services performed.
  • Operates a City vehicle equipped with small equipment and tools to conduct environmental compliance inspections throughout the city and surrounding municipalities and commute between multiple City facilities and field locations, to provide support and oversight to field staff.
  • Performs other related duties as assigned.
