Chief Operations Officer
The Chief Operations Officer provides strategic vision, leadership and operational oversight for the district's physical and digital infrastructure. This role unifies the management of facilities, construction and information technology systems. The primary focus is to ensure a safe, efficient and technologically advanced learning and administrative environment that directly aligns with the district's educational goals.
Qualifications:
- Education/Certification:
Bachelor's Degree from an accredited University or College - Master's Degree in technology related field (preferred)
- Special Knowledge/
Skills: - Leadership and Strategy:
Skilled in communications, team building, complex-problem solving and building consensus across diverse stakeholder groups. - Ability to interpret policy, procedures and data to implement long-range operational and technology plans.
- Regulatory Compliance:
Knowledge of Texas Education Agency (TEA) rules and regulations, including data reporting standards (PEIMS, TREx, TEDS, TSDS). Familiarity with local, state and federal laws regarding public procurement, construction, property casualty practices, and data security. - Technical Infrastructure:
Broad understanding of wireless network architecture, fiber optics, hardware/software applications, telecommunications and system connectivity. - Operational Management: ability to effectively deliver district-wide services, prioritize projects and maintain high standards of customer service.
- Experience:
Minimum of 5 years of direct experience in facilities management and/or information technology infrastructure administration Experience with public school construction, bond project planning and vendor/contract management in an organization of comparable size.
Major
Responsibilities and Duties:
- Actively participate with district leadership to create and implement a unified vision supporting strategic goals; present agendas and progress reports to the Superintendent and Board of Trustees.
- Establish and lead advisory committees to prioritize and guide meaningful uses of technology and operational resources.
- Stay abreast of industry best practices, national standards and emerging technologies to promote continuous improvement across all departments.
- Manage all phases of facility construction, renovations, major repairs, retrofits, upgrades and capital bond projects.
- Collaborate with architects and engineers regarding design, compliance and construction delivery methods; conduct on-site inspections to ensure alignment with specifications.
- Develop, implement and maintain the district's energy management plan and ensure annual safety inspections of campus systems and equipment are conducted as required by law.
- Plan, design and maintain a secure centralized information technology infrastructure, ensuring quality, functionality, connectivity and compatibility for instructional and administrative applications.
- Oversee the installation, maintenance, repair and eventual replacement/disposal of all hardware, software, network systems and telecommunications.
- Establish data systems for gathering, warehousing and reporting data in accordance with TEA guidelines, promoting online platforms to streamline operations.
- Develop and manage annual and long-range operating and capital budgets for facilities, maintenance, and technology departments to ensure cost-effectiveness.
- Coordinate the procurement of equipment, hardware, software, and supplies in accordance with district purchasing policies; process contracts, purchase orders, and payment applications.
- Maintain accurate inventory, equipment, and service records for all department-managed physical and digital assets.
- Oversee and evaluate the district's E-Rate program, compliance, and related funding projects.
- Performs all other duties as assigned by the Superintendent.
Supervisory Responsibilities:
- Supervises administrative, supervisory and professional staff across the maintenance, facilities, custodial, and information technology departments
Working Conditions:

Maintain emotional control under stress. Daily attendance and punctuality at work are essential functions of the job. Frequent district-wide travel; occasional prolonged and irregular hours; work indoors and outdoors to conduct on-site inspections of all facilities and construction projects.
