Job Summary

The Community Relations Director leads and manages volunteer services and community engagement initiatives for the Waco Center for Youth. The role plans, organizes, and evaluates community relations programs, coordinates volunteer recruitment, retention, and training, and serves as a public information officer. The Director oversees the Volunteer Services Council and Family Association, develops policies, manages budgets, and supports disaster response efforts.

Responsibilities
  • Plan, organize, supervise, and publicize the facility’s Community Relations work.
  • Secure resources from external stakeholders, prepare policies, procedures, and training materials, and monitor the program budget.
  • Recruit, orient, assign, assess, and recognize volunteers and provide technical assistance to match client needs with volunteer skills.
  • Serve as a non‑voting member of the Volunteer Services Council and Family Association, oversee fundraising events and fund administration.
  • Provide media support—public service announcements, press releases, marketing projects—and serve as Public Information Officer during incident command.
  • Track financial and in‑kind contributions, maintain donation databases, and ensure compliance with Texas and State policy.
  • Supervise volunteers and lower‑level staff, and coordinate special assignments by the Superintendent.
Essential Job Functions
  • Attend work regularly and work specified or rotating shift schedules as required.
  • Research, secure, and manage resources from outside sources and stakeholders.
  • Maintain specific programs for volunteer recruitment, selection, orientation, assessment, and recognition.
  • Provide support to the Volunteer Services Council and Family Association, including fundraising oversight.
  • Produce media support for public service announcements, news stories, and marketing projects.
  • Ensure proper documentation and acknowledgment of contributions and donations.
  • Perform special assignments and assist in disaster response or continuity of operations.
Knowledge, Skills, and Abilities
  • Knowledge of community organization and volunteer services administration.
  • Knowledge of grant funding rules and laws.
  • Advanced computer skills and proficiency with Microsoft Office (Word, Outlook, Excel, PowerPoint).
  • Ability to foster and maintain positive relationships with community leaders, organizations, and facility staff.
  • Skill in researching best practices and planning community service programs.
  • Ability to speak and write effectively for various media outlets.
  • Capacity to work effectively with minimal supervision and make decisions within broad parameters.
  • Alignment with facility mission and values.
Qualifications

Initial Screening Criteria:

  • Graduation from an accredited four‑year college or university with a major in Marketing, Public Relations, Volunteer or Non‑Profit Management plus three (3) years of direct experience in those fields.
  • OR six (6) years of direct experience in marketing, public relations, volunteer, or non‑profit management plus two (2) years of volunteer or donor database experience.
Regulatory Requirements
  • Must possess a valid Texas driver’s license or obtain it no later than 90 days after hire date.
  • Eligible applicants may be required to drive state vehicles and golf carts.
Background Checks and Eligibility
  • Applicants must pass a fingerprint criminal background check, pre‑employment drug screen, and registry checks (CANRS, Nurse Aide, Medication Aide, Employee Misconduct, and LEIE).
  • Males aged 18‑25 must register with the Selective Service.
  • All applicants must be at least 18 years of age;
    Waco and Terrell Center for Youth applicants must be 21 years of age.
