Registered Nurse; Community Living Center - EDRP Authorized

Summary

This position is eligible for the Education Debt Reduction Program (EDRP) – a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. The award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the application.

Former EDRP participants are ineligible to apply.

Basic Requirements:

• English Language Proficiency – in accordance with 38 U.S.C. 7403(f) no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
• Graduate of a school of professional nursing approved by the appropriate accrediting agency.
• Graduate must be accredited by the Accreditation Commission for Education in Nursing (ACEN) or the Commission on Collegiate Nursing Education (CCNE) at the time the program was completed.
• Or, individuals attending a master’s level bridge program in nursing who have completed coursework equivalent to a bachelor’s level degree may become registered as a nurse with a state licensing board prior to completion of the bridge program.
• Upon achievement of a state license, the individual may be appointed on a temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program.

• Or, foreign nursing graduates must possess a current, full, active, and unrestricted registration to meet the requirement for graduation from an approved school of professional nursing.
• If foreign education exceeds an associate degree/entry‑level, a formal degree equivalency validation from an accepted equivalency evaluation (e.g., International Consultants of Delaware) is required.
• Current, full, active, and unrestricted registration as a graduate professional nurse in a U.S. State, Territory, Commonwealth, or District of Columbia.
• Graduate Nurse Technician (GNT) Exception – candidates who meet the basic education requirements but do not yet have licensure may be appointed on a 120‑day temporary appointment while actively pursuing licensure (may be extended up to two years on a case‑by‑case basis).
• Grandfathering Provision – all persons currently employed in VHA in the 0610 series who perform the duties described in this standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements.
• Grade Determinations – all scope and dimension criteria listed for each grade and level must be met. (Practice – Veteran/Patient Driven Care – Leadership – Professional Development – Evidence‑Based Practice/Research.) Refer to the online assessment at  Questionnaire/.
• Qualifications for each grade level (I, II, III) are listed in the description; for example, a Level I requires an Associate Degree or Diploma in Nursing (no additional experience), a Level II requires a Bachelor of Science in Nursing or an Associate Degree + 1 year of specialized experience, etc.

Preferred Experience:

• Evidence of Belt/Systems Redesign training, experience, or certification.
• Completion of SNT/GNT/RNTTP within the last five years.
• Professional Governance participation.
• Preceptor or charge nurse experience or training (combination accepted).
