Construction Surveillance Technician

The Construction Surveillance Technician (CST) is a highly specialized security professional responsible for maintaining strict oversight of sensitive construction projects to prevent espionage, sabotage, and the clandestine installation of technical surveillance or listening devices. The CST acts as a critical part of the security team, working on high-security government facilities, sensitive data centers, and other secure construction environments. Responsibilities

  • Continuous Monitoring:
    Oversee un-cleared construction personnel and provide worker escorts in sensitive project areas to ensure security protocols are followed at all times.
  • Material Inspection:
    Verify that tools, equipment, and building materials arriving at the site are free from tampering or the presence of concealed surveillance threats.
  • Blueprint Review:
    Analyze construction blueprints and architectural drawings, including civil, mechanical, electrical, and plumbing (MEP) layouts, to identify potential vulnerabilities or unauthorized changes.
  • Log Maintenance:
    Maintain detailed records of personnel entry/exit times, document daily progress of on-site construction, and capture photographic evidence for accreditation packages.
  • Incident Reporting:
    Promptly report any observed suspicious behaviors, security incidents, or protocol violations to the Site Security Manager (SSM).
  • Access Control:
    Enforce secure access to job sites by managing visitor escort teams, performing identification checks, and maintaining delivery logs.
  • Surveillance & Monitoring:
    Ensure construction site security at all stages by conducting comprehensive monitoring and unobtrusive observation of daily site operations.
  • Compliance with ICD 705:
    Ensure adherence to security protocols and technical specifications as mandated by Intelligence Community Directive 705 (ICD 705), pertinent to the construction and certification of secure facilities.
  • Technical Surveillance Countermeasures (TSCM):
    Support awareness of clandestine surveillance technologies and implement preventative measures against covert listening, recording, or tracking devices.
  • Other duties as assigned.

Qualifications - Here's What You Need

  • High school diploma or equivalent required.
  • A minimum of 1 to 5 years of combined experience in construction security surveillance, construction quality assurance, or hands-on supervisory construction.
  • Completion of a recognized 40-hour CST certification course, such as the Department of State SE-630/SE-631 training or another equivalent government-approved program.
  • Active Top Secret /SCI with Polygraph clearance is required.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

  • Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.

Preferred Qualifications:

  • Familiarity with architectural, civil, and MEP (Mechanical, Electrical, Plumbing) blueprints and the ability to identify potential anomalies or risks.
  • An Associate or Bachelor's degree in a related field (e.g., security or construction management) is preferred.
  • Comprehensive knowledge of intelligence community directives, specifically ICD 705 compliance.
  • Working understanding of Technical Surveillance Countermeasures (TSCM) to mitigate risks of hidden surveillance devices.
