Description
IMPORTANT: SR-15 (Appointment may be made at any rate within the salary range from $4,221, SR-15C to $4,388, SR-15D, per month at which appropriate qualified employees can be verified.)
Performs a variety of subprofessional personnel services in support of a departmental personnel program; advises on personnel policies and procedures; maintains personnel records and files and processes and reviews personnel transactions; and performs other related duties as required.
Distinguishing Characteristics:
Classes in this series differ from other classes in that Personnel Assistants provide subprofessional support and assistance in developing and executing a departmental personnel program. The work generally requires the application of standard methods and procedures to accomplish the work process and normally requires a practical knowledge of personnel functions and services.
Grade Level Standards:
Grade I:
Performs limited subprofessional personnel assignments in support of a departmental personnel program.
Examples of Duties
The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.
Reviews and distributes all official communications, inquiries, reports, recommendations, documents and other personnel matters received by the department; compiles data and prepares reports on special personnel matters requiring the attention of the department head for his review and action; prepares all documents and communications on personnel matters for transmittal to the central personnel agency and other governmental agencies; prepares communications, notices and other publications dealing with personnel matters for distribution to the several sections and divisions of the department;
provides assistance to departmental personnel in matters of classification, appointment, transfers, promotions, demotions, salary adjustments, employee grievances, etc.; reviews departmental personnel policies and procedures and recommends changes or modifications to the department head for his review and action; screens all requests for industrial accident workers' compensation and recommends action to be taken; processes personnel and payroll transactions; participates in staff conferences and advises personnel of modifications, changes or additions to rules, regulations, policies, procedures, etc.;
maintains departmental control files on employee status, positions, vacation, sick leave, overtime and other personnel records and files; reviews employee grievances and complaints and recommends the disposition of the complaint or grievance to the department head.
Minimum Qualification Requirements
Training and
Experience:
A combination of education and experience substantially equivalent to graduation from high school and for:
Grade I: four years of progressively responsible clerical experience, one of which shall have been in a personnel program;
License Requirement:
None.
Knowledge of: the principles and practices of personnel administration; merit system philosophy; civil service laws, rules and regulations; various kinds of personnel transactions; interviewing principles and techniques; various kinds of occupations and sources of occupational information; methods of keeping personnel records and files; office practices and procedures.
Ability to: interpret and apply laws, rules and regulations; locate sources of materials and conduct simple research studies; maintain cooperative relationships with others; keep information and materials confidential; give and follow oral and written instructions.

Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
