Overview
Recruitment Number DOT-HWY-2025-26. This recruitment will be used to establish a list of qualified applicants to fill current AND future vacancies as they occur at the Kauai District Office, Department of Transportation - Highways, State of Hawaii.
Highway Construction Inspector I: $4,537 to $5,057 per month (SR-12, Step C to I).
Highway Construction Inspector II: $4,931 to $5,483 per month (SR-14, Step C to I).
Highway Construction Inspector III: $5,603 to $6,184 per month (SR-17, Step C to I).
Highway Construction Inspector IV: $6,090 to $6,704 per month (SR-19, Step C to I).
Salaries include Shortage Category Differential
Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

The Highway Construction Inspector I:
Inspects a particular phase of the construction of highways, to ascertain whether construction methods, practices and materials conform to plans and specifications, contracts, agreements and standard methods of work; and performs other related duties as assigned.
The Highway Construction Inspector II:
Inspects various phases of highway construction to ascertain whether construction methods, practices and materials conform to plans and specifications, and standard methods of work; and resolves problems based on precedents or instructions and only refers problems to supervisors when such situations are not covered by precedents or are beyond the scope of instructions.
The Highway Construction Inspector III:
Independently inspects all phases of the construction of highways and related structures for conformance with plans and specifications, contracts, agreements and standard methods of work.
The Highway Construction Inspector IV:
Supervises and participates in inspecting all phases of the construction of highways and/or independently inspects a wide variety of highway and highway related construction projects; may train and supervise the work of lower-level inspectors; and performs other related duties as assigned.
To qualify, applicants must meet all of the following requirements:
Legal Authorization to Work Requirement: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic Education/
Experience:
Graduation from high school or equivalent; or work experience which involved tasks that demonstrated knowledge of English grammar, spelling and arithmetic; ability to read and understand oral and written instructions; and the ability to write simply and directly.
General
Experience:
ONE (1) YEAR of work experience in one or a combination of A or B below:
A. Journey level experience in a construction trade. This experience must have required the ability to read and interpret blue-prints or plans.
B. Progressively responsible experience performing a variety of technical, non-professional engineering tasks under general supervision. This experience must have involved inspectional work and must be comparable to the State of Hawaii Engineering Aid III level position.
The Engineering Aid III performs a variety of routine technical, non-professional engineering tasks under general supervision.
Specialized
Experience:
For Highway Construction Inspector II, III and IV levels
Applicant must possess progressively responsible work experience in the inspection of phases of the construction of highways to ascertain whether construction methods, practices and materials conform to plans and specifications, contracts, agreements, and methods of work.
(Highway Construction Inspector II = 1 year; Highway Construction Inspector III = 2 years; Highway Construction Inspector IV = 3 years)
Driver's License Requirement: Applicants must possess a valid license to drive in the State of Hawaii, at the time of appointment.
