- Supervises operation, maintenance, overhaul, and repair of Class II, III, or IV wastewater treatment plant and lower classed plants, as well as related tributary pumping plants, equipment and facilities through subordinate supervisors and performs other related duties as required.
- Supervises through subordinate supervisors the overall operation, maintenance, overhaul and repair of a Class II, III, or IV wastewater treatment plant and has twenty‑four hour responsibility for the wastewater treatment plant and its related tributary pumping plants in regulating the flow of wastewater, air and sludge through the various stages of the treatment processes; inspects plant equipment and observes unit process functions at regular intervals to determine efficiency of plant operation;
initiates changes as required to meet process quality control requirements; analyzes and evaluates instrument readings and reports of laboratory analyses to maintain or improve plant operations; assigns duties to plant personnel and instructs and supervises them in their work; determines causes of malfunctions and initiates corrective actions; supervises the operation of chemical feed systems and in the operation, installation, maintenance, overhaul, repair, and testing of all wastewater treatment and pumping plant equipment;
supervises the painting of equipment, buildings and other plant structures, the collection and laboratory analyses of samples; maintains and evaluates operating and maintenance records, and prepares and submits various operational reports; recommends process modifications to improve plant performance; reads and interprets plans and specifications, and maintains familiarity with manufacturers' manuals and new treatment processes and techniques; responds to emergency calls;
submits job orders and requisitions for tools, materials and supplies; participates in the evaluation of subordinates; participates in the ongoing safety and training programs; operates a motor vehicle to transport personnel and equipment.
- Grade IV: A combination of education and experience substantially equivalent to graduation from high school, and four and one‑half (4‑1/2) years of work experience in the operation and maintenance of a Grade III or higher level wastewater treatment plant, six (6) months of which shall have been in a supervisory capacity.
- Possession of the applicable Hawaii Mandatory Wastewater Treatment Plant Operator Certificate and possession of a valid Hawaii State driver's license (Type
3).

- practices and procedures used in the operation, maintenance, overhaul and repair of wastewater treatment and pumping plant equipment;
- the various types of waste waters and associated treatment and disposal problems and processes;
- sampling methods and the physical and chemical tests used in treatment plant control;
- servicing requirements of moving machinery;
- hazards and safety practices involved in working around high voltage equipment and moving machinery;
- plant quality control requirements and measures in dealing with process malfunctions and emergencies.
- plan, assign and supervise the work of others;
- operate and maintain electrical pumping units and auxiliary equipment;
- diagnose problems in plant equipment and supervise in their correction;
- review operational reports of equipment and laboratory analyses of wastewater and determine need for adjustments;
- instruct others in operational practices and procedures relating to treatment plant equipment;
- supervise the required laboratory tests and analyze results;
- act quickly and effectively in emergencies;
- encourage safety practices and enforce safety rules;
- give and follow oral and written instructions;
- work harmoniously with others.
