The Department of Budget and Fiscal Services, Treasury Division, is seeking a Delinquent Tax Collection Assistant I in Honolulu. This position collects City revenues such as delinquent real property taxes and Waikiki business and special improvement district fees.
What You Will Do- Delinquent Tax & Fee Collection:
Collect overdue real property taxes and other fees using office procedures, applicable laws, and field visits to maximize City revenue. - Financial Assessment & Payment Negotiation:
Review taxpayer financial records, analyze ability to pay, and negotiate payment plans, settlements, or offers in compromise. - Foreclosure & Legal Enforcement Support:
Assist with foreclosure sales, file liens, serve notices, track unsold/unsaleable properties, and coordinate with legal counsel on complex cases. - Reporting & Case Management:
Maintain accurate records, compile statistical reports, and recommend write-offs or escalation of difficult cases. - Perform other related duties as required.
Work schedule is from 7:45 a.m. until 4:30 p.m.

Minimum Qualification RequirementsAt time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
Education RequirementEquivalent to graduation from high school. Responsible work experience which demonstrated the ability to perform the essential functions of the job may be substituted for education.
Experience RequirementThree (3) years of public contact experience, two (2) of which shall have been in tax collection or similar activities which shall have involved the application and interpretation of laws, rules, regulations and procedures in collecting delinquent accounts or taxes or in determining tax liability.
SubstitutionAn Associate degree in Business or a Bachelor’s degree in Business Administration or a related field may substitute for the general public contact experience. However, there is no substitution for the two years of specialized experience in tax collection or similar activities.

Applicable Skills Needed- Knowledge of tax laws, rules, regulations, and established collection methods and techniques.
- Ability to analyze financial records, locate assets, compute tax liabilities, interest, and penalties, and develop sound recommendations.
- Skilled in interviewing, obtaining information courteously, preparing reports and correspondence, and explaining laws and procedures clearly to the public.
- Proficient in office procedures, record keeping, report writing, and operating calculators or adding machines.
- Capable of tactful interaction with taxpayers, applying investigative techniques, and effectively resolving collection matters.
