IMPORTANT: HIRING RATES WILL BE BASED ON AVAILABILITY OF FUNDS, THE APPLICANT'S QUALIFICATIONS, AND OTHER RELEVANT FACTORS. Appointment may be made at any rate within the salary range from SR-15C ($4,221) to SR-15E ($4,563) per month.
Reviews and processes moderately complex plans and specifications for buildings and other structures for compliance with provisions of the building, housing and zoning codes and ordinances; and performs other related duties as required.
Distinguishing Characteristics:This class differs from that of Land Use and Building Plans Examiner in that the Land Use and Building Plans Technician is responsible to review and process plans and specifications for moderately complex residential and commercial structures such as single-family dwellings and commercial buildings up to 3 stories and construction costs under $100,000 for compliance with provisions of the building, housing and zoning codes and ordinances;
whereas the Land Use and Building Plans Examiner is responsible to review and process complex building plans which may involve commercial buildings more than 3 stories and construction costs of more than $100,000 for compliance with provisions of the building, housing and zoning codes and ordinances.
The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duty statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.
- Reviews and processes moderately complex plans and specifications for buildings and other structures of limited size and scope submitted by private architects, engineers and contractors for compliance with provisions of the building, housing, zoning, driveway, sign and building numbering ordinances and other established requirements.
- Checks moderately complex plans and specifications to insure adherence to requirements such as type of use, location of building on property, height, bulk and size of structure and dimensions of floor area and open space areas such as yards, courts and off-street parking spaces and facilities.
- Provides information to professional consultants, contractors and the general public applying for a building permit.
- Provides reports for either the Board of Code Appeals or the Board of Variances and Appeals concerning applications brought before the boards.
- May accompany Land Use and Building Plans Examiner in performance of field inspections.
Experience:
A combination of education and experience substantially equivalent to graduation from high school and one (1) year of experience as a Land Use and Codes Building Permit Clerk OR two (2) years of experience in reviewing building plans and specifications for compliance with provisions of laws, codes, and/or ordinances.
License Requirement:Possession of a valid motor vehicle driver’s license (equivalent to State of Hawaii Type
3).
Laws, ordinances, rules and regulations pertaining to zoning and subdivision of land; the general plan, development plans and detailed land use maps; basic principles and practices of city planning; procedures involved in processing building permit applications for conditional uses, special permits, transitional uses and accessory uses under particular zoning districts.
Ability to:Interpret and apply provisions of the Uniform Building Code and Zoning Code; read and understand moderately complex building plans and specifications and review same for compliance with provisions of the zoning ordinance and other pertinent rules, regulations and policies; advise others in the proper interpretation of provisions of the zoning ordinance; explain laws, rules, regulations and procedures involved in processing building permit applications;
deal effectively with others; maintain records and prepare reports; follow oral and written instructions.
