Position: Information Systems Analyst III (SR-20)

Performs moderately difficult work of a technical nature in the analysis, evaluation, and development of information technology systems and procedures; prepares reports of findings and recommendations; and performs other duties as required.

Distinguishing Characteristics:

This class is the first level of independent worker in the series and functions under general supervision. Work assignments involve the analysis and automation of information systems where the design involves specified requirements and a fairly direct translation of existing work methods to computer processes, although some processing details may need to be changed and new forms developed, or other projects of comparable complexity.

Automation is accomplished by means of integration of material into established data systems techniques, methods, applications, etc. Work processes analyzed are relatively uniform and stable, generally embrace one homogeneous body of subject matter at a time, and the impact of such work is limited due to the limited scope of the assignment.

Assignments may also involve the maintenance of larger, more complex systems including the development and implementation of minor changes/updates. Work assignments routinely encompass problems of average difficulty and complexity requiring the application of technical knowledge, skill and sound judgment in the use of fundamental information systems analyses principles, techniques, standards and guides. Assignments are carried out according to well-established and clearly applicable precedents, and may involve one or more functional areas, such as database administration, programming, network services, or operating systems.

The

following are examples of duties. The omission of specific duty statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.
  • Conducts studies of work processes, procedures, and operations relating to the conversion of data to information technology systems.
  • Performs various fact finding tasks and develops preliminary evaluations and recommendations.
  • Develops plans and procedures for implementing automation.
  • Analyzes, evaluates and makes recommendations on methods and procedures relating to assigned projects.
  • May be assigned to develop computer programs as a secondary assignment.
Training and

Experience:

A combination of education and experience substantially equivalent graduation from an accredited college or university with a bachelor's degree and one and one-half years (1 1/2) of progressively responsible work experience in computer systems analysis which involved the conduct of feasibility studies and the analysis and design of information technology systems.

License Requirement:

Possession of a valid motor vehicle operator's license (Type
3).

Knowledge of:

Analytical methods and techniques; principles of report writing; basic governmental functions and organizations; fundamentals of information systems analysis and computer programming; knowledge of electronic computers, data storage media/devices and other peripheral equipment, their capabilities and general processes; data sources and flow, interactions of complex systems, and capabilities and limitation of systems software and computer equipment.

Ability to:

Gather, analyze, correlate, and evaluate facts and make sound judgments; apply analytical reasoning; read and comprehend machine manuals and other written materials; speak and write effectively; prepare clear and concise reports; work cooperatively and effectively with others; understand the legal and procedural requirements and the functions and organization the programs under study; recommend procedures for conversion to electronic data processing; learn the principles and practices of public administration and research methods and procedures.
