Salary rate effective July 1, 2026.

Note:

This position serves as a probation officer and requires a current and valid driver’s license to operate a motor vehicle.

Professional Certification Requirement

Hawaii is a member board of the International Certification & Reciprocity Consortium/Alcohol and Other Drug Abuse Inc. (IC&RC/AODA) and subscribes to the international standards prescribed by the IC&RC. Applicants must possess a valid Substance Abuse Counselor Certificate (CSAC) issued by the State of Hawaii, Alcohol and Drug Abuse Division. Applicants who do not possess a Hawaii‑issued CSAC but are certified in states that subscribe to the international standards prescribed by the IC&RC and hold the same credential as Hawaii may also apply.

If you are selected for a position, you will not be able to start employment until you receive a Hawaii‑issued CSAC.

Responsibilities

Plan, direct, coordinate, and evaluate the operational activities of the Drug Court section while providing supervision, consultation, and training to professional staff assigned to the program. Duties include overseeing case assignments and service delivery, reviewing case records and staff recommendations, ensuring compliance with court orders, guiding staff in case planning and use of community resources, monitoring deadlines and program requirements, conducting staff training and section meetings, evaluating employee performance, and addressing complaints or personnel issues.

Coordinate and collaborate with federal, state, county, and private agencies to support Drug Court clients and program objectives. Participate in inter‑agency meetings, training, and program‑related activities that may occur outside normal business hours and office settings, traveling as necessary by driving, flying, or ferry transportation.

Specialized Experience
  • Three and one‑half (3‑½) years of progressively responsible professional social work experience involving assessments, treatment planning, interdisciplinary team collaboration, and client progress evaluation.
Substitution Allowed
  • A bachelor’s degree in Social Work or Criminal Justice Administration qualifies for Social Worker II with six (6) months of experience.
  • A master’s degree in Social Work or Criminal Justice Administration qualifies for Social Worker III with one and one‑half (1‑½) years of experience.
  • A Ph.D. degree in Social Work or Criminal Justice Administration qualifies for Social Worker IV with two and one‑half (2‑½) years of experience.
Non‑Qualifying Experience
  • Providing supportive services to other professionals (e.g., vocational rehabilitation specialists, housing managers) in programs such as public welfare or family court.
  • Determining eligibility for public welfare benefits.
  • Providing vocational, educational, psychological, or pastoral counseling.
  • Providing occupational or physical therapeutic services.
  • Peace Corps or VISTA work that did not require professional social work knowledge under competent supervision.
  • Relocating displaced clients due to urban renewal or similar reasons.
  • Trainee level social work experience unless performed under competent professional supervision.
Education Requirement

Graduation from an accredited four (4) year college or university with a bachelor’s degree that includes a minimum of twelve (12) semester credit hours in social work, social welfare, criminal justice, human services, counseling, psychology, sociology, or other related social sciences. Exceptional experience may substitute education on a year‑for‑year basis if it demonstrates equivalent knowledge and abilities.

Selective Certification Requirement – Driver’s License

Applicants must possess a current and valid driver’s license to operate a motor vehicle.

PREA Requirement

For this position, applicants may have contact with detainees in juvenile facilities, lockups, prisons, jails, or community confinement facilities. Under the Federal PREA Law, Hawaii State Judiciary will not hire or promote applicants who have engaged in sexual abuse within such facilities or have a history of criminal or civil adjudication for sexual activity in the community, are the subject of substantiated allegations of sexual abuse or harassment, or resigned during a pending investigation of alleged sexual abuse or harassment.
