Position Specific Description

This position serves as a probation officer and requires a current and valid driver’s license to operate a motor vehicle.

Professional Certification Requirement

Hawaii is a member board of the International Certification & Reciprocity Consortium/Alcohol and Other Drug Abuse Inc. (IC&RC/AODA) and subscribes to the international standards prescribed by the IC&RC. Applicants must possess a valid Substance Abuse Counselor Certificate (CSAC) issued by the State of Hawaii, Alcohol and Drug Abuse Division. Applicants who do not possess a Hawaii‑issued CSAC but are certified in states that subscribe to the international standards prescribed by the IC&RC and have the same credential as Hawaii may also apply.

If you are selected for a position, you will not be able to start employment until you receive a Hawaii‑issued CSAC.

Summary Of Duties

This position is responsible for planning, directing, coordinating, and evaluating the operational activities of the Drug Court section while providing supervision, consultation, and training to professional staff assigned to the program. Duties include overseeing case assignments and service delivery; reviewing case records, staff recommendations, and compliance with court orders; guiding staff in case planning and use of community resources; monitoring deadlines and program requirements;

conducting staff training and section meetings; evaluating employee performance; and addressing complaints or personnel issues. The position also coordinates and collaborates with federal, state, county, and private agencies in support of Drug Court clients and program objectives. Incumbents participate in inter‑agency meetings, training, and program‑related activities that may occur outside normal business hours and office settings. They may need to drive, fly, or use ferry transportation as required and must maintain access to an insured motor vehicle, including utilization of commuter air or ferry services when necessary.

Qualification Requirements

Education Requirement:
Graduation from an accredited four‑year college or university with a bachelor’s degree that included a minimum of twelve semester credit hours in courses such as social work, social welfare, criminal justice, human services, counseling, psychology, sociology, or other related social sciences.

Excess work experience as described under Specialized Experience below, or any other responsible administrative, professional or analytical work experience equivalent to the knowledge and abilities earned in four years of college, may be substituted on a year‑for‑year basis. The experience must have been of such scope, level and quality as to assure possession of comparable knowledge and abilities. The education or experience must also demonstrate the ability to write clear and comprehensive reports and other documents;

read and interpret complex written material; and solve complex problems logically and systematically.

Specialized Experience

Three and one‑half years of progressively responsible professional social work experience which involved utilizing a variety of social work skills and exercising professional judgment in assisting individuals and their families with identifying problems, evaluating the situation realistically, and considering resources and alternative courses of action. The work typically involves conducting assessments; developing and implementing a plan of treatment programs and services;

working cooperatively with other professionals, community agencies or institutions in an interdisciplinary team; and evaluating client progress and adjusting plans as appropriate.

Substitution Allowed
  • A bachelor’s degree in Social Work or Criminal Justice Administration qualifies for Social Worker II or six months of experience.
  • A master’s degree in Social Work or Criminal Justice Administration qualifies for Social Worker III or one and one‑half years of experience.
  • A Ph.D. degree in Social Work or Criminal Justice Administration qualifies for Social Worker IV or two and one‑half years of experience.
