Distinguishing Characteristics
These classes are distinguished by their responsibility for providing comprehensive juvenile counseling evaluation and follow‑up services to potential juvenile delinquents and to coordinate the Department's activities with other public and private agencies providing services to the youths of Maui County.
Grade Level StandardsGrade III:
This is the fully trained and experienced Juvenile Counselor who independently provides the full range of continuing juvenile counseling services for all cases referred to the department without the benefit of technical supervisory consultation. A Juvenile Counselor at this level is responsible to plan, coordinate and conduct a comprehensive program of juvenile counseling and follow‑up services. Work at this level involves continuing responsibility for developing and maintaining public understanding, sound working relationships and coordination of services with a wide range of residents in the community, such as local lawyers, physicians and public or private agencies.
May also supervise lower level Juvenile counselors.

Conducts interviews to secure information concerning the personal history and behavior pattern of potential delinquents; analyzes and diagnoses individual problems; formulates policy guidelines for dealing with juveniles; aids juveniles in the improvement of personal adjustment, social conditions and environmental factors; coordinates departmental activities with other private and public services and agencies concerned with juvenile problems; attends conferences and staff meetings for the purpose of discussing individual cases and/or for cooperative planning of juvenile counseling services;
establishes and maintains cooperative working relationships with the family court, schools, welfare and other community agencies; provides guidance and assistance to schools, youth organizations, etc., in the promotion of youth activities; collects and compiles pertinent information concerning juvenile problems and case studies; prepares correspondence, dictates and prepares case records and other documents; may represent agency in testifying before family court.
and Experience
A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in social work, sociology, psychology or a related field and for:
- Grade III: two years of professional experience in providing direct social services, child guidance, health, education, probation and parole services or family court services to individuals and their families.
Possession of a valid motor vehicle operator's license (Type
3).
- the various social, psychological, economic and emotional factors influencing the behavior and attitudes of juveniles;
- principles and practices of interviewing;
- basic social work techniques and methods;
- community resources and their effective utilization to help juveniles and their families.
- collect, analyze, and evaluate facts;
- diagnose juvenile problems and make sound decisions;
- interpret and explain the juvenile counseling program to others;
- establish and maintain effective working relationship with juveniles, co-workers, representatives of other agencies, and the general public;
- present ideas and information clearly and concisely orally or in writing.
Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
