Accounting Manager, Financial Reporting
Position Information
Department of Budget and Fiscal Services, Treasury Division, is hiring an Accountant V in Honolulu to support critical financial operations for the City. The role involves advanced professional accounting work in treasury cash management, investments, debt administration, and tax compliance, with expertise in the City’s Transient Accommodations Tax (TAT) and Timeshare Occupancy Tax (TOT) programs.
Responsibilities- Maintain and reconcile accounting records for treasury cash receipts, disbursements, investments, and debt transactions.
- Set up and maintain debt service ledgers for bonds, bond anticipation notes, and other financing instruments.
- Process and monitor payments of matured bonds and interest obligations to ensure timely and accurate disbursements.
- Prepare financial reports and compliance reports for internal leadership and external agencies, including the U.S. Securities and Exchange Commission and the Internal Revenue Service.
- Review financial data, reconcile accounts, and prepare journal entries and supporting schedules.
- May supervise and coordinate the day‑to‑day work of accounting staff, including Accountant IVs and Senior Account Clerks.
- Perform other duties as assigned.

Applicant must be a citizen, national, or permanent resident alien of the United States, or a non‑citizen eligible under federal law for unrestricted employment.
Education Requirement- Graduation from an accredited college or university with a bachelor’s degree in accounting or in business administration with courses in accounting (at least 12 semester credits in accounting or auditing courses, 6 of which above the beginning or elementary level).
- Work experience may be substituted for the bachelor’s degree on a year‑for‑year basis. Such experience must provide knowledge, skills, and analytical ability equivalent to a bachelor’s degree in accounting or business administration.
- Foreign education must be comparable and documentation must be provided.
- Four (4) years of progressively responsible work experience in professional accounting, including or supplemented by experience demonstrating aptitude or potential for supervisory duties.
- Successful completion of assignments with supervisory responsibilities.
- Serving as a group or team leader or similar work indicating supervisory potential.
- Completion of supervision training courses applied to work assignments.
- Favorable appraisals indicating supervisory potential.
A Master’s degree in Accounting from an accredited four‑year institution substitutes for one year of professional accounting experience.
Applicable Skills- Knowledge of principles and practices of commercial and governmental accounting.
- Knowledge of preparation and analysis of financial statements and reports.
- Knowledge of public fiscal administration, including budgeting and financial reporting.
- Knowledge of accounting system and procedures of the assigned agency.
- Knowledge of principles and practices of supervision.
- Ability to devise and install accounting methods, techniques and procedures.
- Ability to plan, assign and direct the work of subordinates.
- Ability to prepare complete and accurate reports and standards.
- Ability to analyze data, detect errors and correct inconsistencies in accounting records.
