The Department of Human Resources Development - State Recruiting Office will refer all inquiries regarding this recruitment to the DOT Personnel Office.

The incumbent directs and coordinates the overall DOT planning, programming and budgeting activities, to include the systematic analysis of and the annual preparation of the Department's Six-Year Program and Financial Plans, Biennium Budget requests, and the development and preparation of comprehensive and sophisticated studies of major programs and issues. Supervision is exercised over a group of multi-disciplined personnel in the engineering, economic and financial fields.

Knowledge

and Abilities Requirement:
  • Principles of public administration functions and organization of State government
  • Report writing
  • Advanced cost/benefit analytical techniques
  • Cost analysis
  • Moderately advanced statistics and economics, including price theory, theory of the firm, and public finance
  • Elementary econometrics and operations research
  • The State’s program structure and related administrative policies and procedures
  • The underlying concepts and background relevant to all program areas
  • Principles and practices of administration
  • Plan, organize, direct, coordinate and conduct broad and comprehensive program studies
  • Develop presentations to clearly present complex materials
  • Deal effectively with top-level government officials and others
Basic Education / Experience Requirements

Graduation from an accredited four (4) year college or university with a bachelor’s degree.

Excess work experience as described under the Specialized Experience, below, or any other responsible administrative, professional or analytical work experience that provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.

The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.

Experience Requirements Specialized

Experience:

Four and One-half (4-1/2) years of responsible professional work experience which involved utilization of economics, statistics, cost-benefit analysis or operations research concepts and methods to conduct evaluations of on-going programs and related issues of all kinds and to understand the economic, social and physical relationships involved. Such experience must have included the use of quantitative methods of analysis rather than purely descriptive methods.

Further, the experience must have demonstrated skill, knowledge, and technical competence in the use of economic concepts and techniques or statistical and mathematical principles and tools in problem solving.

Work experience of the type and quality described above are typically gained through employment in the following types of organizations:

  • Operations research department of a major industrial corporation
  • Program evaluation office of a major governmental unit
  • Organized research unit in universities
  • Private analytical organizations and firms
Supervisory

Experience:

Two (2) years of responsible experience supervising others engaged in quantitative analytical work.

  • Planning, organizing, scheduling, and directing the work of others
  • Assigning and reviewing their work
  • Advising them on difficult work problems
  • Training and developing subordinates
  • Evaluating their work performance
