Under the general supervision of the Complex Area Superintendent of the Pearl City-Waipahu Complex Area, the District Educational Specialist II:
Key ResponsibilitiesSupport the ALPSS State Strategic plan to have: (1) High Performing ALPSS programs, (2) Data Driven Resource Management and (3) Establishing Complex Area/District Alternative Learning Programs.
Goal 3:
Establishment of Complex/Complex Area/District Alternative Learning Programs to enhance the continuum of supports and services provided by ALPs. Districts/Complex Areas/Complexes/Schools differ in the number and arrangements of ALPSS offered. An ongoing effort is to support schools/complexes/complex areas/districts to develop and implement ALPSS sites appropriate to their schools/Complex/Complex Area/District and students. And for Complex Areas and Districts to develop viable programs to offer a continuum of ALPSS programming.
- Assist in conducting ongoing program monitoring and support to ALPSS in Complex Area/District programs and school level ALPSS; use data to make informed program decisions;
- Research and keep abreast of best practices, effective strategies and studies on the national and local levels;
- Communicate and collaborate effectively with all program stakeholders, leading engagement efforts with other institutions, businesses, and community agencies in the best interest of the program;
- Serve as the HW Complex Area administrator for ALPSS in meetings, planning, collaboration, monitoring, program design, resource management and program/student transitions.

Goal 1:
High Performing Alternative Learning Programs. As a part of the Hawaii Multi-Tiered System of Support, Alternative Learning Programs provides intensive supports and services to students who have multiple challenges and are not successful in their traditional learning environments.
Assist with developing or enhancing, implementing and monitoring school level/CA/District ALPSS:
- Assist in conducting ongoing program monitoring and support to ALPSS in Complex Area/District programs and school level ALPSS; use data to make informed program decisions;
- Research and keep abreast of best practices, effective strategies and studies on the national and local levels;
- Communicate and collaborate effectively with all program stakeholders, leading engagement efforts with other institutions, businesses, and community agencies in the best interest of the program;
- Serve as the HW CA administrator for ALPSS in meetings, planning, collaboration, monitoring, resource management and program/student transitions.
Support the ALPSS State Strategic plan to have: (1) High Performing ALPSS programs, (2) Data Driven Resource Management and (3) Establishing Complex Area/District Alternative Learning Programs.
Goal 2:
Impact-Driven Resource Management is aligning resources to equitably support ALPs to fulfill the goals of the ALPS State Strategic Plan.
- Fulfillment of measurable student outcomes and use data to inform resource management decisions.
- Spending is efficient and effective toward strategic goals and student outcomes.
- Assist with collection and analysis of student and program data for reporting, monitoring, and program implementation and improvement. Ensures appropriate use of data for making informed decisions.
Coordinate and communicate with the Office of Student Support Services (OSSS) Alternative Learning Branch on the leadership, technical direction and guidance for the effective administration, operations, communication and program support related to the ALPSS providing support services to identified at-promise students.
- Disseminate appropriate information to program staff and the field (as applicable) in a timely manner
- When necessary, prepare/contribute to reports, testimonies and/or presentations to Department leadership, the BOE and the State Legislature.
Performs other related duties as assigned.
This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
Written Examination/AssignmentA written examination/assignment may be administered to help determine possession of the knowledge and abilities portions of the minimum qualification requirements.
EducationGraduation from an accredited college or university with a bachelor's degree in education with specialization in one or more subject matters appropriate to the areas of assignment.
Preferred Education
:
Master's degree from an accredited college or university in education or subject field appropriate to the area of assignment.
