Project Manager – Water Infrastructure

Location: Honolulu, Oahu

Salary Range: $99,000–$120,000 annually, depending on experience

Position Overview

The Project Manager will oversee assigned projects throughout the full project lifecycle, including planning, programming, budgeting, design, construction, and closeout.

Projects may include:

  • Water distribution and transmission systems
  • Pumping stations
  • Wells and source-development facilities
  • Water storage tanks and reservoirs
  • Domestic water infrastructure
  • Municipal facilities and related public works projects

The Project Manager will be responsible for maintaining project schedules, budgets, technical quality, stakeholder communication, and overall project performance.

Key Responsibilities Project Management and Delivery
  • Manage projects from initial planning and design through construction and final closeout.
  • Develop and maintain project scopes, schedules, budgets, resource plans, and delivery strategies.
  • Lead multidisciplinary teams and coordinate the work of engineers, consultants, contractors, agencies, and internal departments.
  • Ensure projects are delivered on time, within budget, and in accordance with contractual and technical requirements.
  • Monitor project performance and provide clear updates regarding progress, risks, decisions, and required actions.
  • Identify scope, schedule, technical, and financial risks and develop appropriate mitigation and contingency plans.
  • Utilize internal project management tools and project management information systems to maintain accurate documentation and reporting.
Technical and Design Coordination
  • Prepare and review technical memoranda, reports, drawings, specifications, and contract documents.
  • Assist with the preparation, review, and presentation of engineering plans and design concepts.
  • Prepare planning studies, feasibility studies, basis-of-design reports, lessons-learned documentation, and related project deliverables.
  • Coordinate technical activities across engineering, planning, construction management, and other project disciplines.
  • Conduct and coordinate biddability, constructability, operability, environmental, and sustainability reviews.
  • Review field conditions and support the development of practical technical solutions.
Client and Stakeholder Management
  • Serve as a primary point of contact for clients, consultants, government agencies, contractors, and community stakeholders.
  • Lead project meetings and maintain clear, timely, and professional communication.
  • Attend public hearings, agency meetings, client presentations, and community meetings as needed.
  • Develop productive, trust-based relationships with federal, state, municipal, and private-sector partners.
  • Coordinate work activities with other departments, divisions, agencies, and outside organizations.
  • Provide technical and marketing support for proposals, presentations, and business development efforts.
Field and Construction Support
  • Conduct project site visits and infrastructure condition assessments.
  • Coordinate design and construction activities with project teams and outside agencies.
  • Assist with resolving technical, logistical, and project-delivery challenges.
