The State of Hawaii Department of Human Resources Development is hiring a Recruitment Branch Recruiter within the Employee Staffing Division. This non-civil service exempt role focuses on moving candidates through the hiring pipeline faster by planning, developing, and implementing recruitment strategies for assigned departments. The position is onsite in Downtown Oahu and offers a salary range of $6,221 to $7,278 per month
, commensurate with training and experience.
Please note that this temporary-in-nature position is exempt from civil service. If appointed, employment will be considered “at will”, meaning you may be discharged by your department head or designee at any time.
Responsibilities- Conduct and engage in a multi-faceted approach to filling vacancies for an assigned career group or field.
- Accelerate the review and referral of qualified candidates by planning, developing, and implementing hiring strategies for assigned departments.
- Review and refer qualified candidates through the same strategy-driven process for assigned departments.
- Must be a U.S. citizen
, permanent resident alien
, or national of the United States. Non-citizens with unrestricted employment authorization from the U.S. Immigration and Naturalization Service may also apply. - Knowledge of state civil service laws, rules, regulations, policies, and procedures;
state and federal employment laws and regulations; and the Federal Uniform Guidelines for Employee Selection Procedures
. - Knowledge of assessment, selection, and interviewing principles and techniques, including examination methods and job-fill techniques.
- Experience using HR databases and applicant tracking systems
. - Ability to plan, develop, and implement hiring strategies for assigned departments.
- Ability to understand and apply laws, rules, regulations, policies, procedures, requirements, guidelines, and professional standards to recruitment, examination, suitability investigations, and placement activities.
- Ability to analyze and evaluate complex personnel recruitment and assessment issues and make sound decisions.
- Ability to develop valid examination plans and assessment instruments and/or rating systems.
- Ability to prepare written reports of recommendations and audience-appropriate correspondence.
- Ability to establish and maintain effective relationships with people at all levels to obtain and exchange factual information and support understanding of personnel management programs, decisions, and functions.
- Strong communication and listening skills; ability to read and display positive body language; reliability; strong networking and relationship-building; data-driven mindset.
- Ability to use technology, apply critical thinking, multitask, manage time, and manage expectations while networking at events.
- Graduation from an accredited four-year college or university with a bachelor’s degree
. - Three and one-half (3-1/2) years of progressively responsible professional work experience in one or any combination of human resources management functions (including recruitment, placement, examination, classification, compensation administration, labor relations, personnel research, and more).
- At least one (1) year of experience must have involved professional recruitment and/or examination for civil service positions in the State of Hawaii or local government jurisdictions (examples include the Judiciary and the City and County of Honolulu).
- Must be able to perform essential duties and responsibilities effectively and safely, with or without reasonable accommodation.
